北京城六区中小学校空间配置及其优化研究

【摘要】：北京提出要在本世纪中期跻身成与巴黎、伦敦等城市拥有同等地位的世界城市,但突出的“城市病”问题却阻碍了北京市的发展:包括人口的蜂聚、住房的紧张、资源供给困难和城市综合安全压力加大等等。解决北京“城市病”的途径众多,合理配置中小学校也是其中之一。又由城六区的发展对北京整体城市发展有着重要影响,因此,本文主要针对了北京市城六区的中小学校空间配置问题进行了分析。本文的研究思路是首先回顾了教育空间配置相关的国内外研究现状;其次是提取相关数据,利用GIS等现代工具对当前北京城六区中小学校的空间配置现状进行了分析,发现其分布不均主要体现在四个方面;由此,本文重点剖析了北京城六区中小学校空间配置不均的机制;最后,在以上分析的基础上,阐述了北京城区中小学校空间配置优化的动因,提出了布局优化的思路和方案,并给出了相应的具体建议。本文的创新点在于从空间和区域的角度来分析北京城六区中小学校的配置问题,并着重研究了其空间配置不均的机制:一是城市发展中的路径依赖与政策偏差;二是各城区经济实力与教育投入的差异;三是城镇化发展的直接引导;四是学校结构配置的不合理。对此,提出了相应的对策建议:一是加强对中小学就学观念与政策的引导;二是科学规划,动态调整中小学校布局;三是提高对流动人口的教育服务水平;四是依据GIS等现代工具做好中小学校的选址;五是立足未来发展,加强中小学校空间配置预测与规划。
[Abstract]:Beijing has proposed to become a world city with the same status as Paris and London by the middle of this century, but the prominent problem of "urban disease" has hampered the city's development, including population accumulation and housing constraints.Resources supply difficulties and urban comprehensive security pressure increased and so on.There are many ways to solve Beijing's urban diseases, and the rational allocation of primary and secondary schools is also one of them.The development of the city six districts has an important impact on the overall urban development of Beijing. Therefore, this paper mainly analyzes the spatial allocation of primary and secondary schools in the six districts of Beijing.The research idea of this paper is to first review the current research situation of educational space allocation at home and abroad, secondly, to extract relevant data and use modern tools such as GIS to analyze the present situation of space allocation of primary and secondary schools in six districts of Beijing.It is found that its uneven distribution is mainly reflected in four aspects. Therefore, this paper focuses on the analysis of the mechanism of uneven spatial allocation of primary and secondary schools in the six districts of Beijing. Finally, on the basis of the above analysis,This paper expounds the motivation of space allocation optimization of primary and middle schools in Beijing, puts forward the train of thought and scheme of layout optimization, and gives corresponding concrete suggestions.The innovation of this paper is to analyze the allocation of primary and secondary schools in the six districts of Beijing from the angle of space and region, and to study the mechanism of uneven spatial allocation: first, path dependence and policy deviation in urban development;The second is the difference between the economic strength and the educational input of the urban areas, the third is the direct guidance of the development of urbanization, and the fourth is the unreasonable allocation of the school structure.In view of this, the paper puts forward the corresponding countermeasures and suggestions: first, to strengthen the guidance to the idea and policy of primary and secondary school attendance; second, to plan scientifically and dynamically adjust the layout of primary and secondary schools; third, to improve the educational service level for the floating population;Fourth, according to GIS and other modern tools to do a good job in the location of primary and secondary schools, fifth, based on the future development, strengthen the spatial allocation of primary and secondary schools prediction and planning.
