基础教育学区化办学的可行性与障碍分析

【摘要】：学区化办学是促进基础教育均衡发展的重要举措,其可行性在于:可促进教育公平的政策导向,均衡、联盟和治理理论的支撑,资源高效利用的经济性,小范围管理的便利性,纵向衔接和横向互补的教育内在要求,等等。学区化办学的障碍在于优质资源调动困难,学区内部结构松散,校际文化冲突,等等。改进学区运行的建议包括完善学区规章制度,尊重各校意愿合理组建学区,强化学区内部平等和民主,突出学区品牌形成的集聚效应。
[Abstract]:It is an important measure to promote the balanced development of basic education . The feasibility lies in that it can promote the policy guidance , balance , alliance and governance theory support , the economy of efficient utilization of resources , the convenience of small - range management , the internal demand of vertical cohesion and horizontal complementary education , and so on . The obstacles to improve the running of school districts include perfecting the rules and regulations of the school district , respecting each school ' s will , establishing the school district , strengthening the internal equality and democracy within the strong chemical area , and highlighting the agglomeration effect of the brand formation of the school district .
