基于政策网络的异地高考政策的执行困境研究

【摘要】:伴随着社会的发展,人口的流动,随迁子女越来越多,随迁子女既跟随外出打工的父母的子女,这部分子女因跟随父母流动,而在异地就学,但因我国高考制度的限制,随迁子女无法在就读地参加高考,而必须回到户籍所在地参加高考,这就导致了新的教育问题,既异地高考问题。异地高考问题关系到公民的平等受教育权,涉及到众多主体的利益,主体之间存在着激烈的利益博弈与争论,引发了社会及政府的广泛关注,异地高考问题的解决已迫在眉睫,学术界针对异地高考问题已展开广泛的研究和讨论,本文将采用一种新的研究视角,既政策网络视角来研究异地高考政策,之所以会选择用政策网络的视角来研究异地高考政策,是因为政策网络作为一种新的政策研究方法,擅长于对涉及多利益主体政策的研究,而异地高考政策就是一项涉及到多利益主体的政策,如中央政府、地方政府、高校、考生家长、媒体等,因此运用政策网络研究方法具有一定的适用价值和研究意义。异地高考的政策网络分析法主要是将异地高考看作一个由多个利益主体构成的政策网络,网络主体之间相互联系相互博弈,形成了复杂的网络关系,也正是网络主体之间的这种复杂关系及主体之间的利益博弈导致了异地高考政策的执行困难,本文通过对网络主体的利益分析及主体之间博弈关系的分析来揭示异地高考执行困境的表现及原因,并从中找出促进异地高考政策良好执行的对策,从而为解决异地高考问题提供有效的建议。
[Abstract]:With the development of society, the migration of population, more and more children are moving, and the children are following the children of the parents who work outside the home. These children go to school in different places because they follow their parents, but because of the restriction of the college entrance examination system in our country. Children who have moved with them cannot take the college entrance examination in their places of study, but must return to the places where they are registered to take part in the entrance examination, which leads to new problems of education, that is, the question of the entrance examination in different places. The question of college entrance examination in different places is related to the citizens' equal right to receive education and to the interests of many subjects. There are fierce interest games and disputes among the subjects, which have aroused the widespread concern of the society and the government. It is urgent to solve the problem of the college entrance examination in different places. The academic circles have carried out extensive research and discussion on the issue of college entrance examination in different places. This paper will adopt a new research perspective, that is, the perspective of policy and network to study the policy of college entrance examination in different places. The reason why we choose to study the policy of college entrance examination in different places from the perspective of policy network is that as a new policy research method, policy network is good at studying the policy involving multi-interest subjects. The policy of college entrance examination in different places is a policy involving multi-interest subjects, such as central government, local government, colleges, universities, parents of examinees, media and so on. Therefore, using the policy network research method has certain applicable value and research significance. The policy network analysis method of the college entrance examination in different places mainly regards the college entrance examination in different places as a policy network composed of multiple interest subjects, and the network subjects interact with each other and game each other, forming a complex network relationship. It is the complex relationship among the network subjects and the interest game among the main bodies that lead to the difficulty of implementing the policy of college entrance examination in different places. Through the analysis of the interests of the network subjects and the game relationship among the subjects, this paper reveals the performance and causes of the difficulties in the implementation of the college entrance examination in different places, and finds out the countermeasures to promote the good implementation of the college entrance examination policy in different places. So as to solve the problem of college entrance examination in different places to provide effective advice.
