日本终身教育行政的支援逻辑研究

【摘要】:战后日本终身教育行政历经一系列变迁:从法律对受教育权的规定,国际终身教育理念的导入,终身教育的行政化,"终身学习"政策术语的出现,振兴方式由推进向支援的转化,到现在支援的体系化及可持续发展。变迁中支援实施主体、支援对象、支援内容、支援方式一步步地被明确,日本终身教育行政的支援逻辑也在纵横统合的框架和追求共生的内涵中体现出来。推进与支援的相化,个体意愿与社会要求调和,终身教育与教育相异,主体形成的多元揭示了日本终身教育行政的发展的和同所向。从日本终身教育行政支援逻辑产生到逐步实现的过程中有很多值得我们思考的方面,应致力于探求"推进支援"、"因地制宜"和"和而不同"的"天时"、"地利"、"人和"之"道",努力构建"得道多助"的中国终身教育体系。
[Abstract]:After the war, the administration of lifelong education in Japan has undergone a series of changes: from the provisions of the law to the right to education, the introduction of the concept of international life-long education, the administration of lifelong education, and the emergence of the policy term "lifelong learning". The way of revitalization has changed from promoting to supporting, to the systematization and sustainable development of support now. In the transition, the main body, object, content and method of supporting the implementation have been clarified step by step. The supporting logic of Japanese lifelong education administration is also reflected in the framework of vertical and horizontal integration and the connotation of pursuing symbiosis. The pluralistic formation of the subject reveals the development of Japan's life-long education administration and the same direction. There are many aspects to be considered in the process from the emergence of Japan's life-long education administrative support logic to its gradual realization. We should try to find out the "time", "geographical advantage", "people harmony" and "Tao" of "advancing support", "taking measures according to local conditions" and "harmony and difference", and try hard to construct the lifelong education system of China.
