新时期江西成人中等专业教育发展历史检视——基于政策文本视角

【摘要】：新时期江西成人中等专业教育发展经历了蓬勃兴起、深化改革、全面转型三个阶段。成人中专的蓬勃兴起主要源于特定历史条件下形成的教育"超额需求";教育行政部门通过有效的政策规范和调控,在一个较长时期稳定了成人中专办学的质量、秩序和规模;在我国市场经济走向成熟及人口结构发生变化的背景下,成人中专因缺少制度化的努力而产生分化。检视江西成人中专的兴替及其相关政策和制度的变迁,对当前推进中等职业教育改革、构建现代职业教育体系具有重要启示:在办学思想方面,始终坚持面向市场、服务发展、促进就业的办学方向;在教育目标方面,实现从学历本位到能力本位的深刻转变;在治理方式方面,努力推进现代职业教育制度创新的系统集成。
[Abstract]:In the new era, the development of adult secondary specialized education in Jiangxi has experienced a vigorous rise, deepening the reform, The vigorous rise of adult technical secondary schools is mainly due to the "excess demand" of education formed under specific historical conditions; the educational administrative departments adopt effective policies and regulations. The quality, order and scale of adult technical secondary schools have been stabilized for a long time. Under the background of the maturity of our market economy and the changes in population structure, Adult technical secondary schools are divided because of the lack of institutionalization efforts. This paper examines the promotion of Jiangxi adult technical secondary schools and the changes in relevant policies and systems, so as to promote the reform of secondary vocational education at present. The construction of modern vocational education system has important enlightenment: in the aspect of school running thought, we should always adhere to the orientation of running a school oriented to the market, serve the development and promote the employment, realize the profound transformation from the educational background standard to the ability standard in the aspect of the educational goal. In the aspect of governance, we should make great efforts to promote the system integration of modern vocational education system innovation.
