开放教育实践能力建设——来自澳大利亚高等教育的启示

【摘要】:开放教育(尤其是开放教育实践)已经影响到世界各地的教育系统。具体到高等教育领域,开放教育为学习者和教育工作者带来好处,并影响现行的战略性计划和政策。此外,近年来开放教育还影响到国家的科研政策和拨款。由于机构的组织因素不同,如文化、相关政策、基础设施、意愿和意识等,开放教育实践开展情况可能会因机构而异。从全球看,机构的这些组织因素可能有利于教育机构开展开放教育,但也可能给教育机构提出挑战。然而,很多研究认为,开展开放教育实践的一个关键策略是能力建设。也许因为这样,所以澳大利亚尝试开展开放教育实践的大学把能力建设当作一项重要活动来抓。本文阐述近年来澳大利亚高等教育领域的一些开放教育实践能力建设项目文章。首先简要讨论能力建设的作用,同时指出能力建设并非新举措;随后对这些项目与更为传统的能力建设做法进行对比分析,并提出一些建议和需要考虑的问题。
[Abstract]:Open education (especially the practice of open education) has affected educational systems around the world. Specifically in the field of higher education, open education benefits learners and educators and influences existing strategic plans and policies. In addition, in recent years, open education has affected the country's research policy and funding. Due to different organizational factors, such as culture, related policies, infrastructure, willingness and awareness, the practice of open education may vary from institution to institution. Globally, these organizational factors may be conducive to open education for educational institutions, but they may also pose challenges for educational institutions. However, many studies believe that one of the key strategies for carrying out open education practice is capacity building. Perhaps that's why Australian universities trying to develop open education practices see capacity-building as an important activity. This paper describes some articles on practical capacity building of open education in Australian higher education in recent years. The role of capacity-building was briefly discussed, while it was noted that capacity-building was not a new initiative; subsequently, a comparative analysis of these projects with more traditional approaches to capacity-building was carried out, with recommendations and issues to be considered.
