民办教育机构承办干部教育培训的问题与对策

【摘要】：干部教育培训工作的全面推进,为我国经济实力的提升提供强有力的思想政治和人力资源保障,也是我党培养高素质干部队伍,保证党的事业顺利发展的一项重要内容。然而,随着我国经济的高速发展以及全面深化改革,我国干部教育培训的供需矛盾遭遇瓶颈。因此,我国引入市场机制,让民办教育机构加入到培训队伍中来便成为一种顺应时代潮流的选择。但在实际发展中,民办教育机构在承办干部教育培训的过程中面临诸多问题,我们该如何去面对和解决这些问题。本文采用文献研究法、分析归纳法、比较研究法和访谈调查法,运用理论研究,结合现实情况充分论证民办教育机构在承办干部教育培训过程中遇到的问题并提出相应对策。从民办教育机构承办干部教育培训的研究背景和意义出发,详细阐述干部教育培训、民办教育机构的内涵,并分别对我国干部教育培训的现状和民办教育机构的现状进行总体论述。随后,提出我国民办教育机构承办干部教育培训发展中的主要问题分别是培训需求与市场机制之间存在矛盾、传统干部教育培训组织开放度偏低、在干部教育培训中受体制限制、培训认可度不高、培训报销政策受限制、培训管理考评体系不健全。最后,提出完善民办教育机构承办干部教育培训的政策探索:第一,加大政策扶持力度,引导民办教育机构的发展,如引入市场竞争机制将培训服务外包,发挥市场在资源配置的决定作用,实行科学分工;第二,规范行业标准,完善配套服务,如制定并规范行业准入标准,建立健全培训资质认证体系,加大财政支持和降低报销难度,强调政府在民办教育机构干部教育中的服务功能;第三,重视培训能力的提升,提高社会认可度,如建立科学有效的培训效果评估机制,提高干部教育培训的针对性和实效性,提高干部培训成效及过程的社会认可度。
[Abstract]:The comprehensive promotion of cadre education and training provides strong ideological and political and human resources guarantee for the promotion of our country's economic strength. It is also an important content for our party to train high-quality cadres and ensure the smooth development of the party's cause. However, with the rapid development of China's economy and the overall deepening of reform, the contradiction between supply and demand of cadre education and training in our country has encountered a bottleneck. Therefore, the introduction of market mechanism and the participation of private educational institutions in the training team have become a choice in keeping with the trend of the times. But in the actual development, the private educational institutions face many problems in the process of undertaking cadre education and training, how should we face and solve these problems. This article adopts the literature research method, the analysis induction method, the comparison research method and the interview investigation method, uses the theory research, unifies the reality situation fully demonstrates the question which the private education organization meets in the undertaking cadre education training process, and puts forward the corresponding countermeasure. Proceeding from the research background and significance of the private educational institutions undertaking the education and training of cadres, this paper expounds in detail the connotation of the education and training of cadres and the private educational institutions. And respectively to our country cadre education training present situation and the private education organization present situation carries on the overall elaboration. Subsequently, it is pointed out that the main problems in the development of the education and training of private educational institutions in China are the contradiction between the training demand and the market mechanism, and the low openness of traditional cadre education and training organizations. In cadre education and training, the system is limited, the training recognition is not high, the training reimbursement policy is restricted, and the training management evaluation system is not perfect. Finally, the paper puts forward the policy exploration of perfecting the education and training of cadres in private educational institutions: first, to increase policy support and guide the development of private educational institutions, such as introducing market competition mechanism to outsource training services. Give full play to the role of the market in determining the allocation of resources, and implement a scientific division of labour; second, standardize industry standards, perfect supporting services, such as formulating and standardizing industry access standards, establishing and perfecting training qualification certification systems, Increase financial support and reduce the difficulty of reimbursement, emphasize the service function of the government in the education of cadres in private educational institutions; third, attach importance to the improvement of training ability and enhance social acceptance, such as establishing a scientific and effective training effect evaluation mechanism. Improve the pertinence and effectiveness of cadre education and training, improve the effectiveness of cadre training and the social recognition of the process.
