新型职业农民学习共同体构建研究

【摘要】:2012年以来,我国连续六年发布中央一号文件强调新型职业农民培育的重要性,同时,党的十八大提出要"完善终身教育体系,建设学习型社会"。在这样的背景之下,新型职业农民学习问题已然成为社会关注的重要内容。但是,当前新型职业农民学习问题重重,探索激发他们学习主动性的全新机制具有十分重要的意义,构建学习共同体是解决农民学习问题行之有效的方法。本研究采用文献分析法、调查法、访谈法与案例分析法,围绕"新型职业农民需要构建学习共同体-如何建设新型职业农民学习共同体-应该建成什么样的学习共同体"这一逻辑展开,对我国新型职业农民学习共同体构建进行理论与实践的探究。本研究在文献梳理与理论分析的基础上,主要探索四个方面内容。第一,对新型职业农民学习共同体的必要性与可行性进行分析,提出构建学习共同体作为解决农民学习问题的重要途径是有必要的,也具备了一定条件。第二,选取三公里教育圈、新农村社区教育共同体与一站式农民培训基地这三种雏形展开探讨,发现当前形式存在共同学习观念淡薄、社会信任合作不足、共同体运行效率不高等问题。第三,通过英联邦农民学习共同体建设案例分析,借鉴其成功经验,提出其对我国的启示,即建立良好合作文化氛围,注重基于"双赢共享"的多元参与,充分利用新兴科技创建学习平台,以社区为共同体推进的着落点。第四,在理论与实践的探究以及英联邦农民学习共同体的经验借鉴的基础上,建立了新型职业农民学习共同体。新型职业农民学习共同体基于共同学习的支撑,以新型职业农民、政府与社会各界为构建主体,以村乡县为基础推广辐射。学习共同体的运行,需要从建立学习共同体共同愿景、实施项目结对、分门别类建设、完善运行机制、强化外部保障五个方面着手。研究认为,新型职业农民学习共同体可以构建,它具有重要意义,也有可行性;我国现有的新型职业农民学习共同体雏形不成熟,问题颇多,可以借鉴外国成功经验,但不可照搬;当前雏形模式不适用,需要建立以"三维主体"为特征,行政村/社区、乡镇、县为基础核心的全国通用的新型职业农民学习共同体。
[Abstract]:Since 2012, China has issued the first document of the Central Committee for six consecutive years to emphasize the importance of cultivating new type of professional farmers. At the same time, the 18th National Congress of the Communist Party of China has proposed to "perfect the system of lifelong education and build a learning society". Under this background, the study of new vocational farmers has become an important content of social concern. However, there are many problems in the learning of the new type of professional farmers, so it is of great significance to explore the new mechanism of stimulating their learning initiative. The effective method to solve the problem of farmers' learning is to build a learning community. This research adopts the literature analysis method, the investigation method, the interview method and the case analysis method, Focusing on the logic that "the new type of professional farmers need to build a learning community-how to build a new type of professional farmers' learning community-what kind of learning community should be built", This paper probes into the theory and practice of constructing a new professional farmer learning community in China. On the basis of literature review and theoretical analysis, this study mainly explores four aspects. Firstly, this paper analyzes the necessity and feasibility of the new vocational farmer learning community, and points out that it is necessary and necessary to construct the learning community as an important way to solve the farmers' learning problems. Second, select three kilometers of education circle, new rural community education community and one-stop farmer training base to explore the three embryonic forms, found that the current form of common learning concept is weak, social trust and cooperation is insufficient. Community operation efficiency is not high and so on. Thirdly, through the case analysis of the construction of the Commonwealth Peasants' Learning Community, using its successful experience for reference, the paper puts forward its enlightenment to our country, that is, to establish a good cultural atmosphere of cooperation and pay attention to the multiple participation based on "win-win sharing". Make full use of emerging technology to create a learning platform, community for the community to promote the landing point. Fourthly, on the basis of the exploration of theory and practice and the experience of the Commonwealth Peasant Learning Community, a new professional farmer learning community is established. The new vocational farmer learning community is based on the support of common learning, with the new type of professional farmers, the government and all walks of life as the main body, and the villages, townships and counties as the basis for the spread of radiation. The operation of learning community should start from five aspects: establishing the common vision of learning community, carrying out project twinning, classifying construction, perfecting operation mechanism and strengthening external guarantee. The study holds that the new vocational farmers' learning community can be constructed, which is of great significance and feasibility, and that the existing new vocational farmers' learning community in China is immature and has a lot of problems, so we can learn from the successful experience of foreign countries. But it can not be copied; the current embryonic model is not applicable, so it is necessary to establish a new type of professional farmer learning community with the core of administrative village / community, township and county, which is characterized by "three-dimensional main body" and the core of which is administrative village / community, township and county.
