欧盟格龙维计划研究

【摘要】：为了应对知识经济所带来的种种挑战、享受知识经济所带来的各种实惠，欧盟这个世界上具有重要影响的区域一体化组织明确提出要通过发展终身学习来提高公民的知识和技能水平。因此，欧盟不仅出台了众多指导终身学习发展的政策，还采取了一系列促进终身学习发展的实践措施。成人教育是终身学习的重要组成部分，，但在欧盟各成员国之间，成人教育的发展却是不平衡的。因此，欧盟于2000年启动了一个有关成人教育的行动计划，即格龙维(Grundtvig)计划。该计划旨在通过成员国之间的合作与经验交流来提高全欧洲范围内成人学习的有效性和实用性，进而推动欧洲终身学习的发展。本文通过跟踪和收集格龙维计划最新进展的资料，包括欧盟官方的年度报告、提案、决议,以及国内外相关研究论文等，运用文献分析法深入研究第一代和第二代格龙维计划产生的政治背景和文化背景、计划的演变；并对两代格龙维计划的主要内容和取得的成果进行比较分析，进一步阐释造成差异的原因；分析格龙维计划的实施的成效和遇到的挑战；及时关注格龙维计划的进展情况和欧盟成员国在成人教育领域的变化，从而找出我国在成人教育政策的变革，成人教育内容和方式的改进和成人教育国际合作领域的拓展等方面的可借鉴之处。研究发现，格龙维计划通过流动项目、多边合作项目以及主题网络等优先行动项目促进了欧盟成员国成人教育领域的合作和交流，增强了欧洲公民意识的提高，推进了欧洲成人教育一体化的进程。格龙维计划的成功实施为我国成人教育法制建设、成人教育改革、成人教育的交流合作和成人教育理念的革新等提供了借鉴和启示。
[Abstract]:In order to meet the challenges of the knowledge economy and enjoy the benefits of the knowledge economy, The European Union (EU), an important regional integration organization in the world, has made it clear that it is necessary to improve the knowledge and skills of citizens through the development of lifelong learning. Therefore, the EU has not only issued many policies to guide the development of lifelong learning, but also adopted a series of practical measures to promote the development of lifelong learning. Adult education is an important part of lifelong learning, but the development of adult education is unbalanced among the member states of EU. Thus, in 2000, the EU launched an action plan on adult education, the Grundtvigg. The program aims to improve the effectiveness and practicability of adult learning throughout Europe through cooperation and exchange of experiences among member countries, thus promoting the development of lifelong learning in Europe. This paper tracks and collects information on the latest progress of the Grunville project, including the official annual reports, proposals, resolutions, and related research papers at home and abroad. The political and cultural background and evolution of the first generation and the second generation of Grunvey plan are studied by using the literature analysis method, and the main contents and achievements of the two generations plan are compared and analyzed. To further explain the causes of the differences; to analyse the effectiveness and challenges of the implementation of the Grunville Plan; to pay timely attention to the progress of the Grunville Plan and to the changes in the field of adult education in EU member States, So we can find out the change of adult education policy, the improvement of adult education contents and ways, and the expansion of international cooperation in adult education. The study found that through priority action projects such as mobile projects, multilateral cooperation projects and thematic networks, the Grunvey Plan has promoted cooperation and exchanges in the field of adult education among EU member States and enhanced the awareness of European citizens. Promote the European adult education integration process. The successful implementation of the Grunway Plan provides reference and inspiration for the legal construction of adult education, the reform of adult education, the exchange and cooperation of adult education and the innovation of the concept of adult education.
