高职院校面向行业继续教育的实践研究

【摘要】：高职院校面向行业开展继续教育是行业依托高等职业院校提高人力资源素质的有效方式,是高职院校服务经济转型升级的重要举措。2015年教育部、人力资源社会保障部明确指出了高职院校开展职工继续教育的重大意义,正式提出了高职院校是企业职工继续教育的主力军。所以,在继续教育不断发展的时期,高职院校坚持学历教育与非学历教育并举,大力开展职工继续教育,全方位提升服务行业的意识与社会的能力,深化产教融合、校企合作。这不仅是对高职院校继续教育内容的拓展与延伸,构建出学历继续教育与非学历继续教育一体化的新职业教育体系,而且有助于行业提高产业服务能力,提升人力资本素质,促进其转型升级,创造更大价值,服务于社会经济建设。目前,由于高职院校面向行业继续教育的发展取得了一定成绩,但也存在着许多问题,尚未形成较成熟、系统化的培训体系。因此,在现阶段对高职院校面向行业的继续教育进行理论探索与实践研究具有重要的现实意义和深远的历史意义。本论文按照“资料收集—资料整理—资料分析—理论探索—调查分析—对策研究”的思路进行研究。在本研究中,笔者以终身教育理论、人力资本理论和职业培训理论为基础理论。采用文献研究法、调查研究法、实证研究法,用Excel2007与问卷星数据处理软件对调查的数据进行了系统的整理与科学的分析,为整个论文研究提供了重要的数据资料。同时利用实践探索,通过个人赴美访学的经历,对美国的继续教育有了更加实际和深入的了解,分析了美国面向行业开展继续教育的成功案例及其特征,获得了借鉴与启示。并进一步探究高职院校面向行业继续教育工作中的主要问题,提出了完善高职院校职工继续教育培训的对策方法,尽可能去推动高职院校面向行业继续教育的进一步发展。本研究的最终目的是通过分析高职院校面向行业开展继续教育的现状和存在的问题,将高职院校继续教育放置到行业当中进行研究,制定出适合面向行业发展的职工继续教育管理体制和培训体系,从而推动更多的行业依托职业院校广泛开展职工继续教育,将高职院校面向行业开展职工继续教育的研究提升到理论与实践紧密结合的新高度,以促进我国非学历型继续教育事业的进步与发展。
[Abstract]:Continuing education in higher vocational colleges is an effective way to improve the quality of human resources relying on higher vocational colleges and universities. It is an important measure for higher vocational colleges to serve the economic transformation and upgrade. In 2015, the Ministry of Education, Ministry of Education, The Ministry of Human Resources and Social Security has clearly pointed out the great significance of continuing education for staff in higher vocational colleges and formally put forward that higher vocational colleges are the main force of continuing education for employees in enterprises. Therefore, in the period of continuous development of continuing education, higher vocational colleges insist on the simultaneous development of academic education and non-academic education, vigorously carry out continuing education for staff and workers, enhance the consciousness of service industry and the ability of society, deepen the integration of industry and education, and cooperate with schools and enterprises. This is not only the expansion and extension of the content of continuing education in higher vocational colleges, but also the construction of a new vocational education system, which integrates continuing education with non-academic qualifications, and also helps the industry to improve its service capacity and human capital quality. Promote its transformation and upgrade, create greater value, and serve the social and economic construction. At present, higher vocational colleges have made some achievements in the development of continuing education oriented to the profession, but there are still many problems, which have not yet formed a more mature and systematic training system. Therefore, it is of great practical significance and far-reaching historical significance to carry out theoretical and practical research on continuing education in higher vocational colleges at this stage. This thesis is based on the idea of "data collection-data collation-data analysis-theoretical exploration-investigation and analysis-countermeasure study". In this study, the author based on lifelong education theory, human capital theory and vocational training theory. By using the methods of literature research, investigation, empirical research, and using Excel 2007 and questionnaire star data processing software, this paper systematically collates and scientifically analyzes the survey data, which provides important data for the whole paper research. At the same time, through the experience of personal visit to the United States, the author has a more practical and in-depth understanding of the continuing education in the United States, and analyzes the successful cases and characteristics of continuing education in the United States in the face of industry, and obtains lessons and revelations. Furthermore, this paper probes into the main problems of continuing education in higher vocational colleges, and puts forward some countermeasures to improve the continuing education and training of staff in higher vocational colleges, so as to promote the further development of continuing education in higher vocational colleges and universities as far as possible. The ultimate purpose of this study is to analyze the current situation and existing problems of continuing education in higher vocational colleges and universities, and put the continuing education in higher vocational colleges into the industry for research. To formulate a management system and training system for continuing education for workers who are suitable for the development of the industry, so as to promote more industries to extensively carry out continuing education for staff and workers relying on vocational colleges and universities. In order to promote the progress and development of non-academic continuing education in our country, the research of continuing education for employees in higher vocational colleges should be promoted to a new height of close combination of theory and practice.
