我国省级高等教育自考机构权力配置的制度设计

【摘要】：当前我国省级高等教育自学考试机构权力配置主要包括纵向配置和横向配置两种,这种管理体系存在着地方自学考试管理机构设置差异较大、管理部门服务意识不强、职能转变不到位等问题,其原因在于自学考试管理机构设置不科学、地方自学考试管理机构自主性不强、管理体制松散。我国省级高等教育自学考试机构的权力配置应进行合理的设计,建立完善的自学考试管理机构,转变自学考试管理机构职能,坚持教考分离原则,科学配置自学考试管理权,优化自学考试服务体系,以信息化推进管理手段现代化。
[Abstract]:At present, the power allocation of the provincial higher education self-study examination institutions in our country mainly includes vertical configuration and horizontal allocation. There are great differences in the setting of local self-study examination management institutions in this management system, and the service consciousness of the management departments is not strong. The reasons are that the management organization of self-study examination is not scientific, the autonomy of local self-study examination management organization is not strong, and the management system is loose. The power allocation of the provincial higher education self-study examination institutions in our country should be reasonably designed, the perfect self-study examination management organization should be established, the function of the self-study examination management organization should be changed, the principle of separation of teaching and examination should be adhered to, and the management right of self-study examination should be scientifically allocated. Optimize self-study examination service system, and promote the modernization of management means with information technology.
