协调区域高等教育发展的路径1 严全治 （河南省职业技术教育与经济社会发展研究中心，河南新乡453003 ） 摘要 区域高等教育协调发展是“统筹区域发展”的主题之一。1999-2009 年的数据 分析显示，不同区域居民接受高等教育的机会和质量差距显著。缩小区域差距协调高等 教育发展理论上有三个方向：调整高校区域布局、调整高校招生计划、调整高校区域布 局的同时调整高校招生计划。具体可行的路径是：坚持不懈地调整高校的区域布局；建 立对落后省区的高等教育补偿机制；制定地方高校生均教育经费最低标准。 关键词 高等教育 区域差异 协调区域发展 On the Routes of Coordinating Regional Higher Educational Development YAN Quan-zhi Henan Province Research Center for Vocation-Technical Education and Economy-society Development, Xinxiang 453003,China Abstract ：The harmonious development of regional higher education is a main theme of regional integration development plan. According to a data analysis during 1999-2009, the regional difference of higher educational opportunity and quality of residents is notable. There are three theoretical directions for reducing the regional difference, i.e. adjusting the regional layout or the regional enrollment plans of higher educational institutions, or both of them. The specific and feasible routes are as follows: make unremitting effort to adjust the regional layout of higher educational institutions; set up a compensation system for the backward provinces; establish an unified standard of provincial educational expenditure per student, and increase the fiscal support of higher education from central government to economical backward provinces.
