【摘要】：从1999年国家实行进一步扩大高等教育招生规模的政策,己过去十五个年头,高等教育的规模和结构都发生了巨大变化。同时,’随着世界经济一体化的趋势不断增强,我国的经济结构也随之改变。企业不再单一的以理论、经验来指导生产,而是转向综合技术和理论相结合的生产方式,所需人才也向高技能型人才转变。而在高等教育的大舞台上,普通本科院校承担着培养人才、支持社会经济发展的重要责任。基于这种现状,2014年6月,国务院印发《关于加快发展现代职业教育的决定》.,指出要“引导一批普通本科高等学校向应用技术类型高等学校转型”；2015年教育部、国家发展改革委、财政部又联合下发了《关于引导部分地方普通本科高校向应用型转变的指导意见》,为普通本科院校的转型发展指明了方向,也对普通本科院校转型发展的研究起到了指导作用。在这样的背景下,本文通过运用文献研究法、.比较研究法等研究方法,对普通本科院校的转型发展进行了深入分析,重点运用SWOT分析的方法研究转型发展,提出普通本科院校转型发展的四种战略选择,并对沈阳工程学院的转型发展进行了案例分析,综上设计了六个方面的普通本科院校转型发展的对策建议,以期为我国的普通本科院校的科学转型发展提供一些参考。本文共由绪论、核心概念界定和相关理论阐述、环境分析、SWOT分析和战略组合研究、案例分析、对策建议和总结及结论七个部分。其中,第一部分绪论包括研究背景、研究目的和意义、国内外研究现状、研究方法、技术路线和本文的创新点。第二部分是本文涉及的核心概念界定和理论基础。第三部分是普通本科院校转型发展的环境分析。包括外部环境和内部环境。第四部分根据普通本科院校转型发展的外部环境和内部环境进行了SWOT分析,并提出了四种转型发展的战略组合。第五部分是案例分析,以沈阳工程学院为例,对沈阳工程学院转型发展的现状进行研究,提出针对性的转型发展建议。第六部分提出了普通本科院校转型发展的对策建议。第七部分是总结及结论。本文可能的创新之处在于：一是选题的创新,·由于普通本科院校向应用型转型是近两年国家新出台的政策,经查阅文献发现,关于我国普通本科院校的转型发展研究基本还停留在理论的层面,对转型发展的案例研究非常稀少。本文对普通本科院校转型发展的研究既有比较宏观的研究,也有微观的研究,选取了沈阳工程学院作为案例学校,对其转型发展进行了探索。因此,本文在选题上有一定的创新性。二是研究方法的创新。本文选取有意向、有可能和正在转型的三所学校,对教师和学生进行了问卷调查,在此基础上采用SWOT分析法对普通本科院校转型发展的现状进行了分析,提出四种转型发展战略组合与六方面的转型发展对策建议,为普通本科院校的转型发展提供借鉴。
[Abstract]:Since 1999, the government has implemented the policy of further expanding the enrollment of higher education. In the past 15 years, the scale and structure of higher education have undergone tremendous changes. At the same time. With the increasing trend of economic integration in the world, the economic structure of our country has also changed. Instead of using theory and experience to guide production, enterprises are turning to the mode of production that combines comprehensive technology and theory. The required talents are also transformed to highly skilled talents. On the big stage of higher education, ordinary colleges and universities assume the important responsibility of cultivating talents and supporting social and economic development. Based on this status quo, June 2014. The State Council issued and issued the decision on speeding up the Development of Modern Vocational Education, pointing out that it is necessary to "guide a number of colleges and universities of ordinary undergraduate courses to transform into institutions of higher learning of applied technology type"; In 2015, the Ministry of Education, the National Development and Reform Commission, and the Ministry of Finance jointly issued the guiding opinions on guiding some local universities and colleges to turn to application-oriented colleges and universities. This paper points out the direction for the transformation and development of ordinary colleges and universities, and also plays a guiding role in the research of the transformation and development of ordinary colleges and universities. Under this background, this paper applies the method of literature research. Comparative research methods and other research methods, the transformation and development of ordinary colleges and universities have been in-depth analysis, with emphasis on the use of SWOT analysis method to study the transformation and development. This paper puts forward four strategic options for the transformation and development of ordinary undergraduate colleges and universities, and makes a case study of the transformation and development of Shenyang Institute of Engineering, and designs six countermeasures and suggestions for the transformation and development of ordinary colleges and universities. In order to provide some references for the scientific transformation and development of ordinary undergraduate colleges and universities in China, this paper is composed of introduction, definition of core concepts and related theories, environmental analysis SWOT analysis and strategic combination research.
