欧盟高等教育一体化发展战略研究

【摘要】：20世纪50年代欧洲一体化进程开始出现并表现于经济领域,直至20世纪70年代开始表现于教育领域。随着政治、经济一体化的发展,教育一体化,尤其是高等教育的一体化逐渐被欧洲各国提上议程。欧盟为了促进高等教育一体化的深入发展,发布了一系列政策报告和计划。高等教育的一体化对于建立一个团结的、有竞争力的、具有内部凝聚力的、向世界开放的欧洲发挥着至关重要的作用。目前,我国正处于高等教育发展的关键时期,我国在高等教育发展过程中所面对的困难和挑战使得我们不得不走向国际以寻求一些适合本国发展的成功经验。因此,研究欧盟高等教育一体化的发展战略对于我国高等教育的发展具有一些借鉴意义。本文主要通过文献研究法、比较研究法、案例分析法以及历史分析法,来具体分析欧盟高等教育一体化发展战略。欧盟高等教育一体化发展主要分为四个历史时期:萌芽时期、奠基时期、渐进时期以及战略核心时期。随着历史时期的发展,欧盟高等教育一体化进程不断加深。本文最主要的部分是通过分析归纳出欧盟高等教育一体化发展战略主要分为质量战略、国际战略和公平战略,之后再分别具体阐述每一发展战略所采取的政策以及发布的项目和计划。此外,再具体分析了欧盟高等教育一体化的三大发展战略后,总结了欧盟高等教育一体化发展的成功经验。同时,也分析出了在此发展过程中所遇到的挑战。最后,欧盟高等教育一体化发展的三大战略所取得成功经验可以为我国高等教育发展提供一些借鉴,主要是在高等教育质量领域、合理应对国际化的挑战、优化高等教育的资源配置以及高等教育区域合作等方面。
[Abstract]:In 1950s, the process of European integration began to appear and appeared in the economic field, until 1970s, it began to manifest in the field of education. With the development of political and economic integration, the integration of education. In particular, the integration of higher education has gradually been put on the agenda of European countries. A series of policy reports and plans have been issued. The integration of higher education plays a vital role in building a United, competitive, internally cohesive and open Europe to the world. Our country is in the key period of the development of higher education. The difficulties and challenges we face in the development of higher education make us have to go to the world to seek some successful experiences suitable for the development of our own country. The study of the development strategy of EU higher education integration has some reference significance for the development of higher education in China. This paper mainly through the literature research method, comparative research method, case analysis method and historical analysis method. The development of EU higher education integration is divided into four historical periods: the embryonic period, the foundation period. Gradual period and strategic core period. With the development of historical period. The most important part of this paper is to conclude that the development strategy of EU higher education integration is divided into quality strategy, international strategy and equity strategy. After that, it elaborates the policies adopted by each development strategy as well as the projects and plans issued. In addition, it analyzes the three development strategies of the integration of higher education in the European Union. This paper summarizes the successful experience of the integration of higher education in the European Union. At the same time, it also analyzes the challenges encountered in the process of development. The successful experience of the three strategies of the integration of EU higher education can provide some reference for the development of higher education in our country, mainly in the field of higher education quality, to deal with the challenge of internationalization. Optimize the resource allocation of higher education and regional cooperation of higher education and so on.
