安徽省应用型本科高校治理结构研究

【摘要】：完善高校治理结构,提升高校治理能力,在中国高等教育改革和发展中意义重大,《国家中长期教育改革和发展规划纲要(2010—2020年)》提出,要完善中国特色现代大学制度,完善治理结构。应用型本科高校是近些年来国家提出并着力建设的一类新型高校,2015年国家出台《关于引导部分地方普通本科高校向应用型转变的指导意见》,正式从国家层面来引导部分地方普通本科高校向应用型高校转型发展。应用型本科高校大部分是1999年以来新升本或组建的本科高校,少一部分是办学历史长些的地方本科高校,以服务地方(或区域)经济社会发展、培养应用型人才为使命,建设历史不长,治理水平不高,如何建立与应用型本科高校特点和使命相适应的新型治理结构,既是一个重要的理论问题,也是一个亟待解决的实践问题。本文的研究,希望能为应用型本科高校治理结构的完善、治理能力的提升提供个案支撑和参考,推进应用型本科高校治理结构理论的研究。安徽省较早提出并大力发展应用型高校,2008年即成立安徽省应用型本科高校联盟,至今已连续召开七届年会,成员高校抱团发展,整体特色鲜明,特别是以合肥学院为代表,在国内应用型本科高校建设中产生了一定影响,形成了"安徽现象、合肥模式"。安徽省应用型本科高校联盟目前有成员高校20所,其中公办本科高校13所。2011年,教育部出台《高等学校章程制定暂行办法》,该办法明确要求高校在制定章程时,要对学校治理结构进行规定,如第十条规定:"章程应当根据学校实际与发展需要,科学设计学校的内部治理结构和组织框架,明确学校与内设机构,以及各管理层级、系统之间的职责权限,管理的程序与规则。"高校内部设置的党政机构、议事机构等是高校治理结构及其功能发挥的实体。本文关于安徽省应用型本科高校治理结构的研究,即是以上述13所公办应用型本科高校为对象,途径主要是考察这些高校大学章程中关于治理结构的规定和这些高校的内设机构、议事机构,辅以必要的咨询、问卷与访谈等。采用的方法主要是社会调查和比较的方法,思路是先从共性的角度明确高校治理结构的现状和存在问题,然后从应用型本科高校的特殊性角度,厘清应用型本科高校对治理结构的新要求,第三步是对安徽省应用型本科高校治理结构的现状进行调查,分析存在的问题与原因,最后,理论实践相结合,在构建应用型本科高校治理结构与功能模型的基础上,系统提出完善应用型本科高校治理结构的对策。本文内容主要包括以下三方面:一、分析应用型本科高校的特点,提出应用型本科高校实现其办学目标对治理结构的新要求。先简要梳理高校的类型,明确应用型本科高校的类型定位;然后分析应用型本科高校所具有的特点,据此特点,提出对应用型本科高校进行有效治理的新要求:加强与地方政府合作交流、建立行业企业合作发展平台、激发二级院系主动性与创造性、尊重教师与学生意愿与诉求等。二、考察安徽省13所应用型本科高校的治理结构状况,分析其治理结构存在问题及成因。安徽省应用型本科高校整体定位明确,大学章程对治理结构进行了明确规定。但根据应用型本科高校对治理的新要求,这些高校治理结构也还存在一些问题,主要有:适应应用型办学定位的治理结构特点不突出、产教融合校企合作治理结构利益机制不明确、落实应用型人才培养的组织机构设置不到位。其原因主要有:应用型本科高校建设历史不长、高等教育管理体制机制约束、高校和校企主体性质存在矛盾。三、提出并构建应用型本科高校新型治理结构的模型,从系统论角度提出完善或重构安徽省应用型本科高校治理结构的策略。从应用型高校治理结构的结构要素、要素地位、要素之间的关系入手,分析其可实现的功能,构拟出应用型本科高校治理结构的模型。根据模型,结合实际,从思想认识、外部结构、内部结构、功能优化以及应用型大学观等宏观角度,系统提出完善应用型高校治理结构的对策,主要有:提高应用型本科高校对治理结构的认识与自觉、优化应用型本科高校治理环境与政策体系、完善或重构应用型本科高校内部治理结构、整合与拓展应用型本科高校治理结构的功能、确立正确的应用型本科高校大学观。应用型本科高校治理结构的完善是一项系统工程,需要在深刻认识、准确把握应用型本科高校特点和治理特殊要求的基础上,从外部治理结构和内部治理结构入手,一方面努力优化应用型高校治理的社会环境,让应用型办学获得更多的理解和认同,为应用型高校提供相应的政策支持,赋予高校公法人以更多的民事权利;另一方面,在当前党委领导下的校长负责制框架下,完善或重构内部治理结构,建立由校内外专家切实参与的高质量决策系统,同时完善权力运行的保障机制。本文创新点与特色:一是研究内容新,选题及时关注到应用型本科高校建设和转型发展中治理结构完善方面的重要问题;二是理论观点方面有创新,从系统论角度,构建出应用型本科高校治理结构与功能模型,对应系统提出完善或重构应用型本科高校新型治理结构的对策;三在利用材料方面有新意,通过研究对象的大学章程和内设机构来考察其治理结构。
