河南大学后勤服务总公司发展战略研究

【摘要】:随着社会的快速发展,社会对人才的需求在不断的提高,普通高校招生规模在逐年扩大,高校后勤投资规模进入了空前发展阶段,过去计划经济下形成的单纯依靠国家财政拨款的高校投资体制已经不适合新形势下高校发展的需要。这也为高校后勤转型,改革,升级提供了广阔的发展机遇。为了提高学校的服务能力、完善学校基础设施,强化办学力量,进一步提高学校的教学质量和水平,建设高标准、现代化的大学,后勤工作发挥着不可估量的作用,从上世纪80年代末开始高校后勤改革到目前已经有了30多个年头,高校后勤改革有了非常显著的成效,但与此同时也暴露出了许多新问题。为了解决这些新问题,一些新的改革模式被引入到我国高校后勤领域,这必将对高校后勤投资管理体制改革和政府职能转变产生一定影响。如何利用好社会上大量的优质资源来为学校减轻教学发展的压力,是各高校应该重点去研究和解决的课题。由此可见,只要后勤社会化改革能够顺应社会的发展,提高服务质量和效率学校就可以在日趋竞争的社会当中立于不败之地。本文以河南大学后勤服务总公司为例,首先分析了我国高校后勤社会化改革历程和理论研究现状,结合并参考国内外有关后勤改革方面的理论综述及社会化发展模式,运用所学的企业战略管理相关理论针对河南大学后勤服务总公司的基本情况重点对餐饮、生活服务方面进行研究,依据大量调查所得数据,详尽分析了企业所处的内外部环境,面临的优势与劣势、机遇和挑战,机会与威胁,运用已知的企业战略管理理论、波特的竞争战略理论、SWOT分析、实证研究,提出了河南大学后勤服务总公司的总体发展战略和实施战略。战略实施上,实施多元化战略,利用学校品牌优势,快速进入后勤市场;利用关联企业,拓展供应链上游,拓宽市场业务渠道;要坚持业务层低成本战略;要优化流程,减少消耗,向管理要效益。采用先进的生产设备和生产工艺,减少人力承担,提高劳动效率,减少能耗,增加单位产出。适度领先采用信息化和高科技手段,优化管理,提升安全。充分利用资源和成熟经验,在能源合同管理等方面采用合作或BOT模式,既避免大量资金投入,又改善后勤硬件设施,还能提高师生满意度。本文采用了文献资料查阅和实地走访调查并发放问卷等方法,全面了解和分析了河南大学后勤服务总公司的发展战略,希望通过本文的研究,提出河南大学的后勤改革的合理化方案,并为此类型的高校后勤改革提供一定的实践指导意义。
[Abstract]:With the rapid development of society, the demand for talents is increasing, the enrollment scale of colleges and universities is expanding year by year, and the scale of university logistics investment has entered an unprecedented stage of development. The investment system of colleges and universities formed in the past under the planned economy which simply depends on the state financial allocations is no longer suitable for the needs of the development of colleges and universities under the new situation. This is also for the transformation and reform of the logistics of colleges and universities. Upgrading offers broad opportunities for development. In order to improve the service capacity of schools, improve school infrastructure, strengthen the strength of running schools, further improve the quality and level of teaching in schools, and build high standards and modern universities, Logistics work plays an inestimable role. From the end of -20s, it has been more than 30 years since the reform of university logistics began, and the reform of university logistics has achieved very remarkable results. But at the same time, many new problems have been exposed. In order to solve these new problems, some new reform models have been introduced into the field of university logistics in China. This will certainly have a certain impact on the reform of the logistic investment management system and the transformation of government functions in colleges and universities. How to make good use of a large number of high quality resources in society to relieve the pressure of teaching development in schools, This shows that as long as the socialization of logistics reforms can conform to the development of society, Schools that improve service quality and efficiency can be in an invincible position in an increasingly competitive society. Taking Henan University Logistics Service Corporation as an example, this paper first analyzes the reform process and theoretical research status of logistics socialization in colleges and universities in China. Combining with and referring to the domestic and foreign theories on logistics reform and the model of socialized development, applying the relevant theories of enterprise strategic management to focus on catering in view of the basic situation of Henan University Logistics Service Corporation. In the aspect of life service, based on a large number of survey data, this paper analyzes in detail the internal and external environment, strengths and weaknesses, opportunities and challenges, opportunities and threats, and applies the known theory of strategic management of enterprises. Porter's competitive strategy theory is based on SWOT analysis and empirical research, and puts forward the overall development strategy and implementation strategy of Henan University Logistics Service Corporation. In the implementation of the strategy, the diversification strategy is implemented, and the school brand advantage is used to quickly enter the logistics market. Utilize affiliated enterprises, expand upstream of supply chain, widen market business channel, insist on low cost strategy of business level, optimize process, reduce consumption, want benefit from management, adopt advanced production equipment and production technology, reduce manpower commitment, To improve labor efficiency, reduce energy consumption, increase unit output, moderately lead in the use of information and high-tech means, optimize management, enhance safety, make full use of resources and mature experience, and adopt cooperation or BOT mode in energy contract management, etc. Not only to avoid a lot of investment, but also to improve the logistics hardware facilities, but also to improve the satisfaction of teachers and students. This paper comprehensively understands and analyzes the development strategy of Henan University Logistics Service Corporation, and hopes to put forward the rationalization plan of Henan University logistics reform through the research of this paper, and to provide some practical guidance for this type of university logistics reform.
