高等学校资源配置的逻辑与内涵发展

【摘要】：内涵发展是中国高等学校发展的必然选择,而要实现高等学校的内涵发展必须厘清高等学校资源配置的逻辑。文章在分析目前我国高等学校执着于扩张的逻辑、资源的逻辑以及外部导向的逻辑后,从学科差异与院系设置、学院自治与资源配置、经费结构与分类管理三方面分析了哈佛大学学科发展与资源配置的逻辑。借鉴哈佛大学的相关经验,结合我国高等学校内涵发展的关键问题,从资源配置的学科逻辑、人力资源配置的逻辑、教学资源配置的逻辑、科研资源配置的逻辑、学校与院系资源配置的逻辑五个方面,提出了促进高等学校内涵发展的资源配置改革建议。
[Abstract]:The connotation development is the inevitable choice of the development of Chinese colleges and universities, but to realize the connotation development of the colleges and universities, we must clarify the logic of the resources allocation of the colleges and universities. The logic of resources and the logic of external orientation, from the subject differences and the establishment of departments, college autonomy and resource allocation, This paper analyzes the logic of the subject development and resource allocation of Harvard University from the three aspects of funding structure and classified management, draws lessons from the relevant experiences of Harvard University, and combines the key problems of the connotation development of our country's colleges and universities, from the subject logic of resource allocation. In this paper, the logic of human resource allocation, the logic of teaching resource allocation, the logic of scientific research resource allocation, and the logic of school and department resource allocation are put forward, and the reform suggestions are put forward to promote the connotation development of colleges and universities.
