“双一流”建设机制研究——以法国高师集团“高校共同体”改革为例

【摘要】:本文以法国高师集团"高校共同体"改革为例,采用政策文本分析、参与式观察和访谈等方法,从政策转变的视角,探究法国为建设世界前十位一流大学,在改革机制、法律保障、财政引导、新治理模式以及学科课程等方面的改革与实践探索。揭示了法国高等教育改革如何逐步打破制度藩篱,实现政策革新,从而创建世界一流大学,提升国际竞争力的策略,以期为我国"双一流"建设提供启示。
[Abstract]:Taking the reform of "College Community" of French normal University Group as an example, this paper adopts the methods of policy text analysis, participatory observation and interview, and from the perspective of policy change, probes into the reform mechanism of France in order to build the top ten top universities in the world.Legal protection, financial guidance, new governance model and subject curriculum reform and practice exploration.This paper reveals how the reform of higher education in France gradually breaks down institutional barriers, realizes policy innovation, and thus establishes world-class universities and promotes international competitiveness, in order to provide enlightenment for the construction of "double first-class" in our country.
