美国、加拿大高等教育中介组织:性质类别与运行机制——以12个高教中介组织为样本

【摘要】:对美国、加拿大12个高教中介组织研究发现:两国高教中介均以非官方性为主,坚持非营利目的;组织功能类型多元互补,涉及高等教育各领域;管理上采取董事会负责制,人员构成来源广泛;建立会员制度吸收公众参与,提供教育服务,扩展社会影响;利用特色业务自主筹措运行经费。培育发展我国高教中介组织,在外部应加强扶持管理,明晰其功能定位,做好权力让渡,加强法规建设;在内部应优化其运行机制,强化自我约束,提升业务的专业化水平。
[Abstract]:The research on 12 higher education intermediary organizations in the United States and Canada has found that the two countries' higher education agencies are mainly unofficial and adhere to non-profit purposes; the organizational function types are diversified and complementary, which involve various fields of higher education; the management adopts the board of directors responsibility system. The establishment of a member system to absorb public participation, provide educational services, expand social impact, and use the characteristics of business to raise funds independently. To cultivate and develop our country's higher education intermediary organizations, we should strengthen the supporting management, clarify its function orientation, do a good job of power transfer, strengthen the construction of laws and regulations, optimize its operating mechanism, strengthen self-restraint, and enhance the professional level of business.
