学术权力的价值本源与实现路向

【摘要】：完善大学治理结构已是高等教育治理体系与治理能力现代化建设的关键内核。在大学内部治理中,弄清现代大学核心权力的本源与内涵,理清它们的职责和行动边界已迫在眉睫。学术权力是学术人员群体具有法律效力的扎根于学科和专业的意志或行为在其他大学治理主体身上产生效果的能力,与行政权力的关系并未是零和博弈的"非此即彼""你有我无"的权力二值逻辑,而应是共同协商、通力合作、相互依存、共同治理。其价值本源主要来源于大学的学术权利、学术使命、克服行政权力的先天缺陷。要想确保大学学术权力的有效实现,必须取得外部政治力量的大力支持,必须从组织规则理性化角度推进学术性组织的自我完善、常态培养学术人员"为知识而知识"的学术精神,学习大学治理理论和治理技巧,全面提升自身的学术素养。
[Abstract]:Perfecting the university governance structure is the key core of the modernization construction of higher education governance system and governance ability. In the internal governance of universities, it is urgent to understand the origin and connotation of the core powers of modern universities, and to clarify their duties and boundaries of action. Academic power is the ability of a group of academic personnel with legal effect to take root in the will or behavior of disciplines and professions to produce effects on other subjects of university governance. The relationship between administrative power and administrative power is not the binary logic of "either one or", "you have no power", but should be co-negotiation, cooperation, interdependence and mutual governance. Its value originates mainly from the academic right and mission of the university, and overcomes the inherent defects of the administrative power. In order to ensure the effective realization of academic power in universities, it is necessary to obtain the strong support of external political forces, and to promote the self-improvement of academic organizations from the perspective of rationalization of organizational rules. It is normal to cultivate the academic spirit of "knowledge for the sake of knowledge", to study the theory and skills of university governance, and to improve their academic literacy.
