基于战略地图的高校科技创新能力评价体系设计与应用研究

【摘要】：高等学校作为国家科技创新产出的主要基地,在科技创新能力评价模式上一直存在着弊端,特别是在选取评价指标时存在着重数量轻质量、重形式轻内容、重短期轻长远等问题。随着中国经济的发展,提升高等学校科技创新能力已经成为一个迫切需要解决的问题。为此,教育部台了《关于深化高等学校科技评价改革的意见》,希望借机整顿高校科技创新能力评价模式。由此可见,改善高校科技创新评价体系,对正确引导高校的科技创新行为,提升高校科技创新能力有重大的实际意义。论文首先介绍了高校科技创新能力评价和高校战略地图的相关理论,将战略地图引入高校科技创新能力评价中,绘制出高校科技创新能力评价战略地图。其次分析了高校科技创新能力评价战略地图的七个层面影响高校科技创新能力评价的相关因素,利用综合指标作为找寻子指标的过渡指标,构建出基于战略地图的高校科技创新能力评价体系。最后,通过收集全国31个省市、自治区高等学校的原始数据,运用因子分析方法计算出各地区高校科技创新能力的综合得分,并就科技创新产出、科技创新人才培养、科技创新环境、科技创新基础／投入、科技创新综合能力五个部分的得分情况进行分析。根据分析结果,以安徽省为例,为提升安徽省科技创新能力提出对策建议。
[Abstract]:As the main base of the national scientific and technological innovation output, colleges and universities have always had disadvantages in the evaluation mode of scientific and technological innovation ability, especially in the selection of evaluation indexes, which emphasize quantity and quality, form and content. Pay more attention to short-term and long-term problems. With the development of Chinese economy, it has become an urgent problem to improve the ability of science and technology innovation in colleges and universities. Therefore, the Ministry of Education has made suggestions on deepening the reform of science and technology evaluation in colleges and universities, hoping to take advantage of the opportunity to rectify the evaluation mode of scientific and technological innovation ability in colleges and universities. It can be seen that improving the evaluation system of scientific and technological innovation in colleges and universities is of great practical significance to correctly guide the scientific and technological innovation behavior of colleges and universities and to promote the scientific and technological innovation ability of colleges and universities. This paper first introduces the theories of the evaluation of the ability of scientific and technological innovation and the strategic map of colleges and universities, introduces the strategic map into the evaluation of the ability of scientific and technological innovation in colleges and universities, and draws out the strategic map of the evaluation of the ability of scientific and technological innovation in universities. Secondly, it analyzes the relevant factors that affect the evaluation of scientific and technological innovation ability of colleges and universities from seven aspects of the strategic map of science and technology innovation ability evaluation in colleges and universities, and uses the comprehensive index as the transitional index to find the sub-indicators. The evaluation system of scientific and technological innovation ability of colleges and universities based on strategic map is constructed. Finally, through collecting the original data of 31 provinces, autonomous regions and colleges and universities in China, using factor analysis method to calculate the comprehensive scores of the scientific and technological innovation ability of universities in various regions, and to train scientific and technological innovation talents in terms of the output of scientific and technological innovation and the cultivation of scientific and technological innovation talents. Scientific and technological innovation environment, scientific and technological innovation basis / input, scientific and technological innovation comprehensive ability of the five parts of the score analysis. According to the analysis results, taking Anhui Province as an example, the countermeasures and suggestions are put forward to promote the scientific and technological innovation ability of Anhui Province.
