“双一流”建设的内涵与行动框架

【摘要】：一流学科建设是"双一流"建设的核心。一流学科具有顶尖级的学术带头人与高水平的学术团队,充足的学术经费与先进的科研设备,开放有序的动力机制与协同竞争的创新机制,以及卓著的学术成果产出与突出的人才培养质量。一流学科可以提升大学的美誉度;通过吸引优秀师资与生源使大学形成持续竞争力;可以有效推动大学声誉的再生产;可以带动其他学科发展,从而提升大学的整体水平。"双一流"建设需要创新人才聚集与成长机制,吸纳青年学术领军人才;建立开放有序的学科融通机制,形成互相支撑的一流学科群;以需求为导向推动协同创新,提升科研成果转化水平;坚持立德树人的核心价值取向,以培养一流人才作为首要目标。
[Abstract]:The construction of first-class discipline is the core of "double-class" construction. First-class disciplines have top academic leaders and high-level academic teams, adequate academic funds and advanced scientific research equipment, open and orderly driving mechanisms and innovative mechanisms for collaborative competition. And outstanding academic achievements and outstanding quality of talent training. First-rate disciplines can enhance the reputation of universities; they can attract excellent teachers and students to make the universities sustainable competitive; they can effectively promote the reproduction of the university's reputation; and they can promote the development of other disciplines, thereby raising the overall level of the university. " The construction of "double first-class" needs to innovate the mechanism of talent gathering and growth, to absorb young academic leaders, to establish an open and orderly mechanism of discipline integration, and to form a group of first-rate subjects supported by each other. Demand-oriented to promote collaborative innovation, improve the level of transformation of scientific research results, adhere to the core value orientation of the people, take the cultivation of first-class talents as the primary goal.
