我国高校校级领导班子结构的实然分析与应然探讨
[Abstract]:The overall function of the leading groups in colleges and universities depends on the structural state of the leading groups. The formation of a reasonable structure of each university's leading group is subject to many factors. There are differences in gender, age, knowledge, ability, personality and values among the members of the group. At the same time, the actual situation of the development of colleges and universities is quite different, and the requirements for the structure of the leading bodies of colleges and universities are different in different times. Although the maximum exertion of the overall function of the leading groups in colleges and universities depends on the structural state of the leading groups in various colleges and universities, it is difficult to come to a conclusion on the rationality of the structure of the leading groups in colleges and universities, whether in theory or in practice. Therefore, this paper studies and analyzes the actual situation of the leading group structure in colleges and universities based on the data survey, and tries to discuss the supposed situation of the leading group structure in colleges and universities from the theoretical basis, the policy requirements, and the previous studies. On this basis, the countermeasures and suggestions for structural optimization and adjustment are put forward. Obtaining the basic information of the leading groups and individuals from the official websites of colleges and universities, and analyzing and comparing the structure of the current leading groups, the structural characteristics of the leadership groups at the university level are as follows: the whole structure of the age is "spindle type"; Lack of female and non-communist cadres; high proportion of highly educated cadres; science and technology professional cadres far more than other types of cadres; uneven distribution of local. Based on the analysis of theory and policy, it is found that the following should be pursued in the structure of the leading group at the university level: the arrangement of age, the tendency of younger age, the reasonable gender, party collocation, the balance of men and women, and the balance of cadres inside and outside the party; Dynamic academic investigation, combination of experience and potential; combination of various disciplines, and subject should be representative; balanced regional combination, adhere to the principle of all the world. The approach from "realistic" to "ought" should be carried out from the following aspects: clear principle of allocation, management of reserve force, dynamic structural adjustment and establishment of long-term mechanism.
