政府推进素质教育政策研究

【摘要】:随着市场经济的推进,现代教育观念的引进,“素质教育”的推广似乎给学生繁重的学习带来了新的转机。素质教育已成为我国教育改革和发展的目标,而素质教育政策在其实施和推进过程中扮演着重要的角色。目前整个素质教育的实施正处在国家推进、重点突破、全面展开的过程中,教育领域发生着一系列积极和可喜的变化。然而,影响素质教育政策推行的因素是多方面的,是我国社会经济文化多种因素综合形成的强大的升学竞争压力,使得素质教育举步维艰。因此解决的办法也应该是综合的,需要全社会各方面的合力。本文通过对我国素质教育政策的解读,找出我国现存素质教育政策中需要完善的地方,从而有助于帮助社会公众了解素质教育政策实质,有利于全面推进素质教育。 本文主要采用文献法、历史研究法和文本分析法对推行素质教育的阶段及效果进行考察,并对具有代表性的政策文件进行了分析。本文第一章节是绪论,主要是介绍了研究我国素质教育政策的意义,国内外研究现状,研究方法及政策文本的选择。第二章节中介绍了我国素质教育的概念,描述了素质教育政策有哪些特点、理论基础及列举主要素质教育政策文件。第三章节主要是讲素质教育政策出台后对我国教育领域的积极影响,首先,素质教育上升为国家重大决定和法律法规;其次,素质教育观念日益深入人心;第三,学校教育正在发生一些积极而重要的变化;第四,各个地区包括农村地区中小学生的素质有了明显提高。第四章节提出的是推行素质教育存在的困境,本章节首先运用了博弈论的原理,对素质教育和应试教育进行了分析。然后再具体的提出几个素质教育推行的困境,如配套的素质教育监督和评估体系不够完善、教育资源没有得到合理的分配、传统教育观念不能适应素质教育的新理念等诸多问题,以及举例分析素质教育政策目标制定的过于宽泛,不利于执行者准确的理解素质教育,执行过程中难免出现偏差。第五章节对我国推进素质教育提出一些建议,如完善素质教育的评估系统和监督制度、合理配置教育资源、建立一个终身教育政策等,而且素质教育政策的主要目的也要由发展转向监督,关注重点学校的同时,更要有力的发展素质教育政策推行缓慢的学校,从城市到乡村都能贯彻落实好素质教育。素质教育这个新兴的教育理念与时俱进,与现在国际先进教育思想相吻合,因此应该得到更深入的研究并有效的实施,期望达到预期一样的蓬勃发展。
[Abstract]:With the advancement of market economy and the introduction of modern educational concept, the promotion of "quality education" seems to bring a new turn to students' heavy learning. Quality education has become the goal of education reform and development in China. The policy of quality-oriented education plays an important role in its implementation and promotion. At present, the implementation of quality-oriented education is in the process of being promoted by the country, with key breakthroughs and comprehensive development. A series of positive and gratifying changes have taken place in the field of education. Therefore, the solution should be comprehensive and need the joint efforts of all aspects of society. Through the interpretation of the quality education policy of our country, we can find out where the existing quality education policy of our country needs to be improved. It helps to help the public understand the essence of quality education policy and promote quality education in an all-round way. This article mainly uses the literature method, the historical research method and the text analysis method to carry on the inspection to the implementation quality education stage and the effect, and has carried on the analysis to the representative policy document. It mainly introduces the significance of studying quality education policy at home and abroad, the research methods and the choice of policy text at home and abroad. Chapter two introduces the concept of quality education in our country and describes the characteristics of quality education policy. The third chapter focuses on the positive impact of the quality education policy on the field of education in China. Firstly, quality education has become a major national decision and national laws and regulations. The concept of quality-oriented education is becoming increasingly popular; third, some positive and important changes are taking place in school education; fourth, The quality of primary and middle school students in various regions, including rural areas, has been improved significantly. Chapter four puts forward the dilemma of carrying out quality education. This chapter first applies the principle of game theory. This paper analyzes the quality education and examination-oriented education, and then puts forward some difficulties in the implementation of quality-oriented education, such as the imperfect supervision and evaluation system of the supporting quality education, and the lack of reasonable distribution of educational resources. The traditional concept of education can not adapt to the new concept of quality education and many other problems, as well as an example analysis of quality education policy goals are too broad, which is not conducive to the implementation of the accurate understanding of quality education. The fifth chapter puts forward some suggestions for promoting quality education in our country, such as perfecting the evaluation system and supervision system of quality education, rationally allocating educational resources, establishing a lifelong education policy, etc. Moreover, the main purpose of the quality-oriented education policy should also be shifted from development to supervision. While paying attention to key schools, it is also necessary to develop quality-oriented education policies with the power to carry out slow-moving schools. Quality education can be carried out from the city to the countryside. The new educational concept of quality education keeps pace with the times and is in line with the international advanced educational thinking. Therefore, it should be further studied and effectively implemented. Hope to achieve the same prosperity as expected.
