鹤峰县资教生的发展和管理研究

【摘要】:自2004年起,湖北省启动“农村教师资助行动计划”。为进一步推动资助行动计划的实施,促进农村义务教育教学质量的提高,贯彻十二五规划纲要精神,有必要对湖北省资教生的发展和管理现状进行阶段性调查和研究。而目前的相关研究还比较少,笔者试图对这一问题进行研究,希望能够完善资教生的发展和管理,促进资教生的教学水平的提高,促进资教生的专业发展和农村义务教育均衡发展。 文章介绍了鹤峰县资教生的基本情况,运用问卷调查方式了解资教生的来源与资教动机、资教学校分布与执教学科、教学技能与资格证书情况、职业规划及专业培训情况。在分析调查结果的基础上指出了鹤峰县资教生的发展和管理中面临的资教政策不完善、管理缺少周密计划、资教生自身表现低于预期和社会教育资源不足等四个方面的挑战。政策不完善表现在资教政策经常变化、财务政策不明和再就业政策导向性不足,管理缺少周密计划表现在招聘形式走过场、集中培训不规范、工作安排随意性高及上岗培训灵活性太高、评价方式简单化和中途退出管理不规范,资教生自身表现低于预期表现在职业态度不稳定和教学效果一般。 文章剖析了鹤峰县资教生的发展和管理问题产生的原因,认为主要原因在于相关教育部门人事管理观念陈旧,政策制定缺少规划性,资教生自身素质不足。 针对鹤峰县资教生发展和管理中存在的问题,文章提出了政策公开及财务公示制、三步走培训、人力资源管理观、制度化管理、专业化评价、建立资教生协会、开展行动教育、提高自身思想认识、加强远程教育等一系列对策。
[Abstract]:Since 2004, Hubei Province has launched the Rural teacher Aid Action Plan. In order to further promote the implementation of the action plan of subsidization, improve the teaching quality of compulsory education in rural areas and carry out the spirit of the outline of the 12th Five-Year Plan, it is necessary to investigate and study the present situation of the development and management of the students in Hubei Province. But at present the related research is still relatively few, the author attempts to carry on the research to this question, hopes to be able to consummate the development and the management of the education student, promotes the capital teaching student's teaching level enhancement, To promote the professional development of educational students and balanced development of rural compulsory education. This paper introduces the basic situation of the students in Hefeng County, and uses the questionnaire to find out the source and motivation of the students, the distribution of the schools and the teaching subjects, the teaching skills and the qualification certificate, the professional planning and the professional training. Based on the analysis of the results of the investigation, this paper points out four challenges in the development and management of the students in Hefeng County, such as the imperfection of the education policy, the lack of well-planned management, the underperformance of the students themselves and the shortage of social education resources. The policy imperfections are reflected in the frequent changes in the education policy, the lack of clear financial policy and the insufficient orientation of the re-employment policy, the lack of well-planned management in the form of formality of recruitment, and the non-standard centralized training. The work arrangement is high, the flexibility of induction training is too high, the evaluation way is simple and the management of withdrawal is not standard, the performance of the students themselves is lower than expected because of the unstable professional attitude and the average teaching effect. This paper analyzes the reasons for the development and management problems of the students in Hefeng County, and thinks that the main reasons are the outdated concept of personnel management in the relevant educational departments, the lack of planning in the formulation of policies, and the deficiency of the quality of the students themselves. In view of the problems existing in the development and management of educational students in Hefeng County, the paper puts forward the system of open policy and financial publicity, three-step training, human resource management, institutionalized management, professional evaluation, establishment of educational association and action education. Raise oneself thought understanding, strengthen a series of countermeasure such as distance education.
