【摘要】：正《国家中长期教育改革和发展规划纲要》把促进公平作为国家基本教育政策。教育公平的基本要求是保障公民依法享有受教育的权利。义务教育是每个人的基本教育权利,义务教育均衡发展是公民基本教育权利平等的保障。义务教育的不均衡主要表现在学校教育质量的差距上,实现义务教育均衡重在推进质量
[Abstract]:"The outline of the national medium and long term education reform and development plan > is to promote equity as the basic national education policy. The basic requirement of educational equity is to ensure that citizens enjoy the right to receive education according to law. Compulsory education is the basic right of everyone, and the balanced development of compulsory education is the guarantee of the equal rights of citizens' basic education rights.
