P区义务教育均衡发展政策执行问题与对策研究—利益相关者的视角

【摘要】:在我国市场经济条件下社会利益结构变迁、教育公平成为我国教育政策的基本价值取向、义务教育均衡发展成为备受瞩目的时代课题的今天,该文采用文献法、访谈法和问卷调查法,尝试从利益相关者的视角研究P区义务教育均衡发展政策执行中的问题与对策。 该文在理论探讨、分析访谈及问卷调查结果的基础上,深入分析了义务教育均衡发展政策执行中的问题与影响执行的因素。最后,提出义务教育均衡发展政策顺利执行的建议,期望能对我国义务教育均衡发展政策的顺利执行提供些帮助。 全文共分为五个部分: 第一部分绪论,主要说明本文的选题缘由和研究意义,对一些特定的名词进行界定和释义,并对本论题的研究现状进行综述,最后对本文所使用的研究方法进行了介绍。 第二部分主要阐述了本文所采用的理论基础,对Winter“规划过程/执行结果”模式的背景、内容、优势进行了闸述,对利益相关者理论的历史发展及现关应用进行了分析,为分析问题并提供有效的建议打下基础。 第三部分P区义务教育均衡发展政策执行实证调查。调查了P区义务教育均衡发展政策执行的现状和问题,并全面分析了造成义务教育均衡发展政策执行难的症结所在。 第四部分是对义务教育均衡发展政策执行中利益相关者分析。从义务教育均衡发展政策执行的不同利益群体的利益表达;义务教育均衡发展政策主体与目标群体两者之间的矛盾两方面进行分析,通过分析揭示出矛盾的实质,从而为提出有效建议提供依据。 第五部分是本文的落脚点,提出了义务教育均衡发展政策顺利执行的有效协调模式。该模式包含采用有效的政策工具、建立畅通的利益表达机制以及完善执行的协商机制,以为促进义务教育均衡发展政策的顺利执行提供参考。
[Abstract]:With the change of social interest structure under the condition of market economy in our country, educational fairness has become the basic value orientation of educational policy in our country, and the balanced development of compulsory education has become a hot topic of the times. This paper attempts to study the problems and countermeasures in the implementation of balanced development policy of compulsory education in P district from the perspective of stakeholders by interview method and questionnaire survey method. Based on the theoretical discussion, the analysis of the results of interviews and questionnaires, this paper deeply analyzes the problems in the implementation of the balanced development policy of compulsory education and the factors affecting the implementation of the policy. Finally, this paper puts forward some suggestions for the smooth implementation of the balanced development policy of compulsory education, hoping to provide some help for the smooth implementation of the balanced development policy of compulsory education in China. The full text is divided into five parts: the first part is the introduction, which mainly explains the reason and significance of this topic, defines and interprets some specific nouns, and summarizes the research status of this topic. Finally, the research methods used in this paper are introduced. The second part mainly expounds the theoretical basis used in this paper, describes the background, content and advantages of Winter "Planning process / execution result" model, and analyzes the historical development and current application of stakeholder theory. It lays the foundation for the analysis of problems and the provision of effective suggestions. The third part is an empirical investigation on the implementation of the balanced development policy of compulsory education in P district. This paper investigates the present situation and problems of the implementation of the balanced development policy of compulsory education in area P, and comprehensively analyzes the crux of the difficulty in the implementation of the balanced development policy of compulsory education. The fourth part is the analysis of stakeholders in the implementation of compulsory education balanced development policy. From the compulsory education balanced development policy implementation of the interests of different interest groups; This paper analyzes the contradiction between the subject of compulsory education balanced development policy and the target group, and reveals the essence of the contradiction through the analysis, so as to provide the basis for putting forward effective suggestions. The fifth part is the foothold of this paper, put forward the effective coordination mode of the balanced development policy of compulsory education. The model includes the use of effective policy tools, the establishment of a smooth interest expression mechanism and the improvement of the implementation of the consultation mechanism, so as to provide a reference for promoting the smooth implementation of the balanced development policy of compulsory education.
