美国加利福尼亚州《特许学校法案》的实施分析——基于教育政策工具理论的视角

【摘要】：在美国"教育重建运动"的大背景下,加利福尼亚州出台了《特许学校法案》,旨在把竞争机制引入到基础教育阶段,提高教育质量。为达到这一目的,加州政府通过命令工具有效地规范了特许学校的建立和运行;利用报酬工具促进特许学校之间以及特许学校与传统公立学校之间的竞争;通过职能拓展从根本上帮助特许学校提高教学水平;采取权威重组对不同利益集团赋权,激发它们的热情;还通过劝诱的方式引起社会各界对特许学校的重视与支持。这五个政策工具形成合力,促进了加州特许学校的建设和教育质量的提高,但同时也导致了特许学校与传统公立学校之间的对立、种族隔离等问题,需要政策实施者对政策工具进行调整。
[Abstract]:In the context of the "Education Reconstruction Movement" in the United States, California issued the Charter School Act, which aims to introduce the competition mechanism into the basic education stage and improve the quality of education. To this end, the California Government has effectively regulated the establishment and operation of charter schools by means of commandments, using remuneration tools to promote competition between charter schools and traditional public schools; It helps charter schools to improve their teaching level fundamentally through the expansion of their functions; adopts the authority reorganization to empower different interest groups and arouse their enthusiasm; it also causes all walks of life to attach importance and support to charter schools through the way of persuasion. These five policy instruments have combined to promote the building of California charter schools and the improvement of the quality of education, but at the same time, they have also led to problems such as confrontation between charter schools and traditional public schools, racial segregation, and so on. Policy tools need to be adjusted by policy implementers.
