教育质量标准:国际比较的视角

【摘要】:以提高教育质量为旨趣的教育改革与发展需要理论的指导,更需要标准的驱动。参照世界三大质量标准的价值取向,建立教育质量国家标准应观照以下几点:概念层面要对符合"质量"需求的关键事项及其概念做出明确选择与清晰界定;设计层面要以结果为导向,重视国家标准的通用性、可持续性;制定层面要注重具体标准的优先性;实施层面要关注政策执行研究的重要性。此外,标准建立与实践过程中还要处理好以下几种关系:标准的能力与限度之间的张力问题处理;全球化视野与本土化操作之间的平衡点;优先项与其他项之间的关系处理;静与动的关系处理;一与多的关系处理;小与大的关系处理。
[Abstract]:The reform and development of education with the aim of improving the quality of education need the guidance of theory and the drive of standard. According to the value orientation of the three quality standards in the world, the following points should be taken into account in the establishment of the national standards for educational quality: at the conceptual level, the key items and their concepts that meet the requirements of "quality" should be clearly selected and clearly defined; The design level should be results-oriented, attach importance to the generality and sustainability of national standards; pay attention to the priority of specific standards at the formulation level; pay attention to the importance of policy implementation research at the implementation level. In addition, the establishment and practice of the standard should deal with the following relations: the tension between the ability and the limit of the standard, the balance between the globalization vision and the localization operation, the relationship between the priority and other items, the balance between the standard and the limitation, the balance between the globalization and the localization operation, the relationship between the priority and the other items. The handling of the relationship between the static and the active; the relationship between the first and the more; the small and the large.
