重点学校政策的嬗变及其启示

【摘要】:二十世纪40年代至今,我国重点学校政策经历了诞生、停滞、复兴、退出四个嬗变阶段,受时代背景和政府执政能力的阶段性特征所限,政府的公众责任和社会发展责任也在制定、执行和退出的过程中不断斗争、平衡,进而得以不断发展完善。从重点学校政策演变的角度来观照基础教育政策变革,可以在一定程度上为我国今后基础教育政策的制定、实施和退出提供有益的参考。具体而言,重点学校政策的演变对未来基础教育政策变革的启示主要包括教育政策的制定应当兼顾时代背景和教育规律、教育政策的执行应当兼顾行政干预和舆论引导、教育政策的退出应当兼顾政策连贯和利益补偿。
[Abstract]:Since the 1940s, China's key school policies have experienced four stages of evolution, including birth, stagnation, renaissance and withdrawal, which are limited by the characteristics of the background of the times and the ability of the government to govern. The public responsibility and social development responsibility of the government are constantly struggling and balancing in the process of making, implementing and withdrawing, and then developing and perfecting continuously. From the point of view of the evolution of the policy of key schools, it can provide a useful reference for the formulation, implementation and withdrawal of the policy of basic education in the future in our country to a certain extent. In particular, the evolution of the key school policy should give consideration to the background of the times and the law of education, and the implementation of the education policy should take administrative intervention and public opinion into account. The withdrawal of education policy should take into account policy coherence and interest compensation.
