【摘要】:正面对人口众多、层次不同、类型多样、成分复杂的教育需求,各国都在探索有效的教育管理制度。通过分析世界一些教育大国(人口总量在5000万、受教育人口总数在1000万以上)的管理经验表明,合理利用战略规划、发展标准、法律法规、拨款资助、行政干预、督导评估、社会舆论、专业中介、国际竞争等多种政策工具,有利于中央政府强化规划决策引导服务功能,有效实施宏观、间接、法治、指导、开放、柔性管理,做到指导、管理、服务结合,控权与
