【摘要】：自1968年联邦政府颁布第一部《双语教育法》至今,利益集团的博弈和少数族裔对政治权利的诉求使得美国的双语教育政策摇摆不定,加州作为美国移民人口最多的州之一经历着尤为激烈的冲突。在八九十年代"唯英语"运动盛行的背景下,加州一位硅谷商人朗·昂茨在1997年以加强移民孩子英语教育的名义,发起了一项取消双语教育的《227提案》,由此引发了媒体大众和教育界人士对于双语教育利弊的热议。该提案提出10岁以下的英语学习者应在沉浸式课堂中学习一年英语,即转入主流课堂进行学科课程的学习。尽管227提案遭到了教育界人士和部分少数族裔的强烈反对,最终还是以61%的支持率得以通过。加州的双语教育由此告终,对少数族裔子女的学习和生活造成了深远的影响。本文以加州227提案为切入点以探究加州的双语教育活动,第一章简述了加州双语教育发展的历史;第二章对227提案制定的始末进行了详细描述,对提案的内容和本身的问题做出分析;第三章则从学校、家庭、社会的层面对227提案实施的具体形式及其影响予以梳理和探究,体现出加州人民在227提案之后对双语教育深化的理解及227提案对个体、家庭和社会带来的深远影响;最后就227提案对于双语教育政策的制定进行了思考和总结。
