广西与湖北义务教育公用经费投入比较分析

【摘要】:广西壮族自治区是我国西部具有代表性的民族地区之一,其义务教育公用经费的投入情况既可作为西部地区义务教育公用经费投入情况的典型,也可作为民族地区义务教育公用经费投入情况的经典案例来进行分析和研究。湖北省地处中部地区的中心地带,是中部地区至关重要的战略地区,其义务教育公用经费的投入情况具有中部地区的特点和代表性。因此,本文特选取这两个地区作为中部和西部地区的代表进行分析。本文采用了文献法、调查法、比较法三种研究方法,重点对以下七个方面进行了研究和探讨:第一部分为引言,主要说明本文研究的缘起,研究的目的与意义,研究的方法与过程。第二部分是对广西与湖北义务教育公用经费投入的基础比较分析,包括经济水平的比较和人口变化情况的比较两个方面。对于湖广两地经济水平的比较主要是从两地的经济发展规模、经济发展速度、经济分配水平三个方面进行比较的。人口变化情况的比较是从人口数量变化情况和人口受教育程度两方面进行比较的。第三部分是广西与湖北义务教育公用经费投入的政策比较分析,包括义务教育公用经费投入政策的比较和义务教育公用经费管理政策及使用制度。第四部分是广西与湖北义务教育公用经费投入总量比较分析,包括义务教育公用经费投入的绝对量比较和义务教育公用经费投入的相对量比较。第五部分是广西与湖北义务教育公用经费投入的分配比较分析,包括义务教育公用经费投入的学段分配比较和义务教育公用经费投入的区域分配比较。第六部分是广西与湖北义务教育公用经费投入效果比较,包括义务教育办学质量的比较,义务教育均衡发展状况的比较和义务教育产生的社会效益比较。对于义务教育均衡发展情况的比较主要是从义务教育发展水平和义务教育均衡发展状况两方面进行比较的。对于义务教育产生的社会效益的比较主要是从义务教育规模、义务教育结构和质量、义务教育效能和公平的比较。第七部分是结论及对进一步加强义务教育公用经费投入的建议。本文研究的基本结论是,湖北省的经济水平以及人口受教育程度高于广西区,说明其义务教育公用经费的投入基础是优于广西的;广西区和湖北省的义务教育公用经费的投入政策都是按照国家政策来执行的,但广西区对于农村地区的义务教育经费管理制度更为明确;湖北省的义务教育公用经费投入的总量大于广西区;广西区对于农村义务教育公用经费投入力度大于湖北省,但其对于小学义务教育公用经费投入力度小于湖北省;湖北省义务教育的规模、质量、结构和效能优于广西区,但其教育公平水平是低于广西区的。本文对于改善中西部地区公用经费投入情况提出四条建议。首先,改变中西部义务教育公用经费笼统划分的方式。其次,进一步全面提高义务教育公用经费标准。再次,设计义务教育公用经费补助随学生流动机制,并完善落实。最后,完善和细化义务教育公用经费的管理和使用制度。通过比较湖北省和广西区对于义务教育公用经费投入的差异,进而分析现行政策下对于中西部地区义务教育统一公用经费标准定额是否合理,是否能促进义务教育的进一步均衡发展。此外,通过比较湖北省和广西区的义务教育公用经费投入情况,了解两地对于义务教育公用经费投入的侧重与不足,取长补短,共同进步。通过本文研究结论及建议,希望能为进一步推进义务教育的均衡发展贡献微薄力量。
[Abstract]:The Guangxi Zhuang Autonomous Region is one of the minority areas in Western China are representative of the typical input of compulsory education public funds can be used as public funds for compulsory education in the western region investment, but also can be used as public funds for compulsory education in ethnic regions in the classic case analysis and research. The center is located in the central area of Hubei that is the strategic area in central area of critical, the investment of compulsory education has the characteristics of public funds and representative of the central region. Therefore, this paper selects the two regions as a representative of the central and western regions were analyzed. This paper uses the method of literature, investigation, comparison of three methods, focus on the research and Discussion on the following seven aspects: the first part is the introduction, mainly explains the origin of this study, the purpose and significance of research, research. Method and process. The second part is the comparative analysis on the basis of investment of public funds for compulsory education in Hubei and Guangxi, two aspects including population changes and economic level. For the comparison of two levels of economic Huguang is mainly from the economic development scale, economic development speed, compare the three aspects of economic distribution the level of population changes. The comparison is carried out between the two aspects of education from the population change and population level. The third part is the comparative analysis of investment in Guangxi and Hubei compulsory education public expenditure policy, including the policy of compulsory education and the management of public funds investment policy of public funds of compulsory education and the use of the system. The fourth part is a comparative analysis of the total investment in Guangxi and Hubei compulsory education public funds, including the absolute weight and obligation of compulsory education investment of public funds Comparison of the relative amount of public funds into education. The fifth part is the comparative analysis of distribution in Guangxi and Hubei compulsory education public funds, including public funds for compulsory education investment distribution and regional distribution of period of compulsory education investment of public funds. The sixth part is the comparison of investment effect of Guangxi and Hubei compulsory education public funds, including the quality comparison compulsory education, compulsory education status and comparison comparison of the balanced development of compulsory education, the social benefit for the development of compulsory education is mainly compared from the two aspects of compulsory education development condition and development level of compulsory education. The compulsory education for the social benefit of the comparison is mainly from the scale of compulsory education. The seventh part is the conclusion of a Further strengthen the investment of public funds of compulsory education. The basic conclusion is that Hubei province economy level and the population level of education was higher than that of the Guangxi area, showed that the investment of public funds based their compulsory education is better than that of Guangxi; Guangxi region and Hubei province compulsory education public funding policies are in accordance with the national policy to implement, but the Guangxi district for the compulsory education funds management system in rural areas is more clear; the total investment of public funds of compulsory education in Hubei province is greater than that of Guangxi district; Guangxi District of Hubei province for more than the investment of public funds for compulsory education in rural areas in Hubei Province, but for the less investment of public funds for compulsory education in primary school; Hubei province compulsory education scale, quality, structure and efficiency is better than Guangxi, but the fairness of education level is lower than the Guangxi region. This paper for the improvement of the western area Public funding put forward four suggestions. First, change the public funds for compulsory education in general division of the Midwest. Secondly, further improve the compulsory education standards of public funds. Once again, the design of public funds for compulsory education subsidy with student mobility mechanism, and improve the implementation. Finally, improve and refine the compulsory education and the use of public funds management by comparing the system. Hubei province and Guangxi district for differences in public funds for compulsory education, and then analyzes the current policy for compulsory education in the Midwest unified public funds standard quota is reasonable, whether can further promote the balanced development of compulsory education. In addition, investment by public funds for compulsory education of Hubei province and Guangxi District, understand for two input oriented public funds for compulsory education and the lack of other common progress through this research. The conclusions and suggestions are expected to contribute slightly to the further development of the balanced development of compulsory education.
