关于学校利益冲突预防制度体系建设的思考

【摘要】：建立利益冲突预防制度是预防和严惩腐败的重要举措,也是国家廉政法律制度体系的重要支柱。学校利益冲突具有自身的特殊性,其主体范围更加广泛,表现形式更为复杂,有效监督更为困难。当前,学校行政管理岗位及教学岗位人员对利益冲突预防制度的重要性缺乏认识,国家有关利益冲突预防制度体系不健全、不完善,对出现的利益冲突问题缺乏有效的监督。完善学校利益冲突预防制度体系,应在利益回避中引入"无因回避"制度,完善有学校特色的个人事项报告制度,规范学校在职人员兼职行为和离职后从业行为限制,建立健全学校信息公开制度,依托教育系统特殊背景,加强道德伦理规范建设,进一步完善监督问责机制。
[Abstract]:The establishment of conflict of interest prevention system is not only an important measure to prevent and punish corruption, but also an important pillar of the national legal system of clean government. It is more difficult to supervise effectively. At present, there is a lack of understanding of the importance of conflict of interest prevention system among school administrative posts and teaching staff, and the relevant national interest conflict prevention system system is imperfect and imperfect. In order to perfect the system of preventing conflicts of interest in schools, we should introduce the system of "avoidance without cause" and perfect the reporting system of personal affairs with school characteristics. We should standardize the part-time behavior and post-employment behavior of school staff, establish and improve the school information disclosure system, strengthen the construction of moral and ethical norms, and further improve the supervision and accountability mechanism based on the special background of the education system.
