教育类公共信息服务产品供给的社会共治:以在线开放课程为例的分析

【摘要】:[目的 /意义]对在线开放课程供给模式和管理机制的分析有利于深入理解公共信息服务社会共治模式构建与运行的机理。[方法 /过程]对在线开放课程的内涵、公共物品属性及其建设意义进行界定的基础上,以Coursera、Udacity、ed X、爱课程、清华学堂在线、智慧树在线开放课程平台为对象,分析供给主体结构、主体角色作用、主体作用力差异而导致的公共性差异。[结果 /结论]提出形成专业化建设分工合作机制、探索可持续发展生态系统运行机制、建立在线开放课程公共信息服务标准、加强社会共治法治化等在线开放课程服务的社会共治策略。
[Abstract]:[objective / significance] the analysis of the supply mode and management mechanism of online open curriculum is beneficial to the understanding of the mechanism of the construction and operation of the social co-governance model of public information service. [methods / process] the connotation of online open curriculum. On the basis of defining the attribute of public goods and its construction significance, taking Coursera Udacityed X, love course, Tsinghua University online and wisdom tree online open curriculum platform as the object, this paper analyzes the structure of the main body and the role of the main body. The difference of publicity caused by the difference of main force. [results / conclusion] it is proposed to form a specialized construction mechanism of division of work and cooperation, to explore the operational mechanism of sustainable development ecosystem, and to establish the public information service standard of online open curriculum. Strengthen the social co-governance strategy of online open course services such as social co-governance and legalization.
