我国义务教育“减负提质”的评估研究——基于义务教育第三方评估的报告

【摘要】:义务教育第三方评估课题组对14个省(市、区)、82个县(市、区)的546所中小学校进行了测评分析。评估发现:5年来,义务教育"减负提质"初见成效,率先实现小学生减负的目标逐渐显现;小学生学业成绩稳中有升,提高义务教育质量有所体现;学生身高、体重、肺活量逐年增加,增强学生体质效果显著;国家义务教育质量基本标准和监测制度初步构建;统筹规划,整体推进义务教育减负工作有序推进。同时,义务教育也存在着学生课业负担仍需减轻和学生近视率呈上升趋势等不容忽视的问题。建议加强全国义务教育质量的监测,改革招生考试制度,严格校外教育辅导管理。
[Abstract]:The third party evaluation group of compulsory education has evaluated and analyzed 546 primary and middle schools in 14 provinces (cities, districts, 82 counties, cities and districts). The results show that in the past five years, "reducing the burden and raising quality" of compulsory education has achieved initial results. Taking the lead to realize the goal of reducing the burden of primary school students gradually appear; the pupils' academic achievements are steadily rising to improve the quality of compulsory education; the students' height, weight, vital capacity increases year by year, and the effect of improving students' physique is remarkable. The basic national quality standards and monitoring system for compulsory education have been preliminarily constructed, and the overall planning has been made to promote the work of reducing the burden of compulsory education in an orderly manner. At the same time, The compulsory education also has some problems, such as the burden of students' schoolwork still needs to be lightened and the students' myopia rate rising, etc. It is suggested to strengthen the quality monitoring of compulsory education in China, to reform the system of enrollment and examination, and to strictly manage the tutoring of out-of-school education.
