义务教育均衡发展的推进逻辑与价值旨归

【摘要】:义务教育均衡发展是复杂的动态发展体系,从义务教育均衡发展核心指标、发展过程及发展承载体三个层面,分设义务教育均衡发展要素、过程和空间三个维度,构成义务教育均衡发展"三维度"均衡结构。"全要素"指向的核心要素维呈现配置性均衡,"全过程"指向的发展过程维呈现受益性均衡,"全方位"指向的空间推进维呈现一体化均衡。义务教育均衡发展的"三向度"价值关系:公平与利益是配置性均衡向度的价值考量,均等与效率是受益性均衡向度的价值考量,均衡与效益是一体化均衡向度的价值考量。义务教育均衡发展的"三层级"均衡水平:公平与正义是义务教育初始均衡水平的价值表征,质量与品质是义务教育均衡化水平的发展旨归,个性与卓越是义务教育后均衡水平的核心诉求。立体化推进义务教育的均衡发展,在义务教育均衡发展的"三维度"均衡结构、"三层级"均衡水平和"三向度"均衡关系的基础上,实现义务教育优质均衡发展。
[Abstract]:The balanced development of compulsory education is a complex dynamic development system. From the core indicators of balanced development of compulsory education, the development process and the carrier of development, there are three dimensions of balanced development elements, process and space of compulsory education. Constitute the balanced development of compulsory education "three dimensions" balanced structure. The core element dimension of the whole element "direction presents the collocation equilibrium, the development process dimension of the" whole process "direction presents the beneficial equilibrium, and the" omnidirectional "direction of the spatial propulsion dimension presents the integrative equilibrium. The value relationship of "three dimensions" in the balanced development of compulsory education: equity and benefit are the value consideration of distributive equilibrium, equality and efficiency are the value of beneficial equilibrium, and equilibrium and benefit are the value of integration equilibrium. The "three levels" equilibrium level of the balanced development of compulsory education: fairness and justice are the value representations of the initial equilibrium level of compulsory education, and quality and quality are the aim of the development of the equalization level of compulsory education. Personality and excellence are the core demands of the balance level after compulsory education. On the basis of the balanced structure of the balanced development of compulsory education in "three dimensions", the equilibrium level of "three levels" and the equilibrium relationship of "three dimensions", the balanced development of compulsory education with high quality is realized.
