开放教育资源质量管理:研究进展与启示

【摘要】:开放教育资源运动作为一种世界性的潮流和运动,其带给教育发展的驱动力正在逐步显现。在开放教育资源运动推进过程中,质量问题是阻碍开放教育资源项目可持续发展的关键因素之一。有效的质量管理是保障开放教育资源质量的重要手段。该文在对开放教育资源质量进行界定的基础上,提出了基于信息传播视角和基于质量管理流程视角的开放教育资源质量分析框架。依据以上两个分析框架,以质量管理流程为主线,从质量监测与评价、质量控制与保证两个方面对国内外开放教育资源质量管理研究现状进行了文献梳理和述评,对当前研究中存在的局限和不足进行了分析。最后对我国开展开放教育资源质量管理研究提出了三个方面的建议:建立开放教育资源质量监测与预警机制、引入信息资源质量管理领域的研究成果作为借鉴和参考、将用户满意度作为我国开放教育资源管理的主要关注点。
[Abstract]:As a worldwide trend and movement, the movement of open education resources brings the driving force to the development of education. Quality is one of the key factors hindering the sustainable development of open educational resources in the process of promoting the movement of open education resources. Effective quality management is an important means to guarantee the quality of open education resources. Based on the definition of the quality of open education resources, this paper puts forward an analytical framework of the quality of open education resources based on the perspective of information dissemination and quality management process. According to the above two analytical frameworks and taking the quality management process as the main line, this paper reviews the current situation of the research on the quality management of open education resources at home and abroad from the aspects of quality monitoring and evaluation, quality control and assurance. The limitations and shortcomings of current research are analyzed. Finally, the paper puts forward three suggestions for the research on the quality management of open education resources in China: establishing the monitoring and early warning mechanism of the quality of open education resources, introducing the research results in the field of information resources quality management as reference and reference. User satisfaction is regarded as the main concern of open education resource management in China.
