晋江市流动人口子女教育均等化问题研究

【摘要】:20世纪90年代以来,随着工业化快速推进和城镇化进程的加快,大量农村富余劳动力向城市、东部沿海经济发达地区流动,他们为城市的建设和发展注入了新的活力,但是大量流动人口的增加给城市发展带来诸多问题,特别是流动人口随迁子女教育问题已经成为新时期重点课题,倍受社会的广泛关注。晋江市地处福建东南沿海改革开放前沿区,经济社会相对发达,吸引大量外来流动人口聚集,其子女入学压力增大。2015年流动人口子女突破21万人,占全市总学生数的60%。当地政府高度重视流动人口子女就学问题,并在全省提高初中、小学生均公用经费,率先实施公办高中免学费、中职教育免学费、异地高考试点等政策,流动人口子女入学取得较大进展,就读公办学校比例高达94%。但是,随着流动人口总量的增加及无规则的流动,且已从“有学上”到“上好学”观念转变,因此实现义务教育均等化就成为摆在政府及教育部门面前一项重大课题与难题。本论文主要运用“基本公共服务均等化”的理论框架,以晋江市所有中小学为研究对象,在搜集数据、资料的基础上,分析教育均等化的概念、内涵等理论;研究分析晋江市流动人口子女教育均等化的现状和存在的问题;深挖造成目前流动人口子女教育无法实现均衡的原因;结合国内相关城市做法较好的典型经验和案例,提取符合晋江市实际的可借鉴做法和启示,最后分别从政府、社会、学校、家庭四个层面,系统分析促进晋江市流动人口子女教育均等化的有效措施和对策建议,力求更好保障该弱势群体教育权利的公平实现和教育质量,让每一个流动人口子女都能享受公平的教育。
[Abstract]:Since the 1990s, with the rapid development of industrialization and the acceleration of urbanization, a large number of rural surplus labor force has been flowing to cities and developed areas of the eastern coastal economy. They have injected new vitality into the construction and development of cities. However, the increase of floating population has brought many problems to urban development, especially the education of migrant children has become a key issue in the new period, and has been widely concerned by the society. Jinjiang City is located in the frontier area of reform and opening up along the southeast coast of Fujian Province, with a relatively developed economy and society, attracting a large number of foreign floating population to gather, and the pressure on its children to enter the school is increasing. The local government attaches great importance to the school attendance of the children of the floating population, and raises public funds for junior middle schools and primary school students throughout the province, and takes the lead in implementing policies such as waiving tuition fees for public high schools, waiving tuition fees for secondary vocational education, and piloting the national college entrance examination. The children of the floating population have made great progress in enrollment, and the proportion of students attending public schools is as high as 94. However, with the increase of the total amount of floating population and the irregular flow, and has changed from "learning" to "good learning" concept, so the realization of equalization of compulsory education has become a major issue and difficult problem in front of the government and education departments. This paper mainly uses the theoretical framework of "equalization of basic public services", taking all primary and secondary schools in Jinjiang as the research object, analyzes the concept and connotation of equalization of education on the basis of collecting data and data. This paper studies and analyzes the status quo and existing problems of the equalization of children's education of the floating population in Jinjiang; deeply excavates the reasons why the education of the children of the floating population is unable to achieve equilibrium at present; combines with the typical experience and cases of good practices in the relevant cities in China. Finally, from the four levels of government, society, school and family, it systematically analyzes the effective measures and countermeasures to promote the equalization of the children's education of the floating population in Jinjiang. The aim is to ensure the fair realization of the education right and the quality of education, so that every floating children can enjoy a fair education.
