【摘要】：20世纪50至80年代,伴随着全球化带来的经济、科技、人口结构、家庭结构等方面的挑战,美国的教育发展也发生了一系列变化:1958年《国防教育法》的出台,使追求教育高质量的教育目标被提上日程,黑人权力运动的展开推动了教育平等的发展,20世纪70年代“回到基础”运动更成为80年代教育优质改革运动的先声,1981年里根总统的上台使保守主义盛行,这些都促成了《国家处在危机中》的诞生。《国家处在危机中》的发表产生了空前的社会反应:它引起了联邦、州政府对教育发展的高度重视,掀起了教育团体针对教育问题的“学校大辩论”,也激起了部分专家、学者对报告的探讨,提高了全民对教育的关注度。为应对教育危机,联邦政府、州政府、教育组织、民间组织等都提出了相应的改革措施,从学校课程、学生能力培养、教师队伍建设等方面进行改革,并取得了一定成效。虽然《国家处在危机中》的改革成效不够显著,但它所产生的影响力远大于报告本身。
[Abstract]:In the 1950s and 1980s, with the challenges of economy, science and technology, population structure and family structure brought by globalization, a series of changes took place in the development of education in the United States: the National Defense Education Act of 1958. The pursuit of high quality education is put on the agenda. The development of the black power movement promoted the development of educational equality. In the 1970s, the "back to the Foundation" movement became the forerunner of the education quality reform movement in the 1980s. In 1981, President Reagan came to power to make conservatism prevail. All this contributed to the birth of the State in crisis. The publication of the State in crisis produced an unprecedented social response: it caused the federal and state governments to attach great importance to the development of education. The "school debate" among educational groups has aroused some experts and scholars' discussion of the report, which has raised the attention of the whole people to education. In order to deal with the educational crisis, the federal government, the state government, the educational organization, the non-governmental organization and so on have proposed the corresponding reform measures, from the school curriculum, the student ability cultivation, the teacher troop construction and so on aspect carries on the reform, and has obtained the certain effect. While the country in crisis reform has not been effective enough, it has had a far greater impact than the report itself.
