博弈论视角下我国新生代农民工随迁子女义务教育公平问题制度研究

【摘要】:教育公平作为社会公平价值在教育领域的延伸和体现,不仅凸显着教育现代化的基本内涵和价值,更是社会主义核心价值观内容的重要体现。二十世纪九十年代以来,由于社会贫富差距不断加大,教育资源的博弈矛盾也不断凸显,重点学校制、“择校热”、高收费等病变,严重影响着学生的教育公平。另外,随着城市化进程的不断推进,上世纪八九十年代农村出生的打工者已成为城市建设的主力军,他们的子女多数会选择“家庭式”迁移,跟随父母流入城市生活,随迁子女义务教育问题也随之突显出来。但由于政府、教育职能部门、本地群体、农民务工群体之间争夺教育资源,各种利益博弈关系错综复杂。因此,正确处理这些利益博弈关系,不仅关系到人口流动中第三代“移民”的发展问题,更关系到“四个全面”和实现伟大复兴中国梦的全面落实。本文从博弈论的视角出发,以中国特色社会主义法制建设为背景,运用马克思主义教育公平理论及以人为本理念,以江苏省N市新生代农民工随迁子女为研究样本,围绕随迁子女在义务教育阶段的实际入学情况、政府教育部门相关政策、学校制度管理和随迁子女自身情况,采用问卷调查和追踪访谈等方式,对N市新生代农民工随迁子女义务教育阶段面临的各类问题进行实地调研,多层面分析了该市新生代农民工随迁子女在教育公平问题上存在的诸多博弈关系,并从实际出发,以点带面重点分析制约新生代农民工随迁子女义务教育公平的制度原因,最终从博弈主体层面提出制度对策,为全面建成小康社会,实现社会公平和教育公平贡献自己的拙见。
[Abstract]:As the extension and embodiment of social fair value in the field of education, educational fairness not only highlights the basic connotation and value of educational modernization, but also the important embodiment of socialist core values. Since 1990s, due to the increasing gap between the rich and the poor in society, the contradiction of educational resources game has been constantly highlighted. The key school system, "hot school selection", high fees and other diseases seriously affect the educational fairness of students. In addition, as the process of urbanization continues to advance, rural-born migrant workers in the 1980s and 1990s have become the main force in urban construction. Most of their children will choose to move "family-style" and follow their parents into urban life. Along with the migration of children compulsory education issues have also been highlighted. But because the government, the education function department, the local group, the farmer labor group competes for the education resources, each kind of benefit game relation is complicated. Therefore, the correct handling of these benefit game relations is not only related to the development of the third generation of "immigrants" in population mobility, but also related to the "four all-round" and the realization of the great rejuvenation of Chinese Dream in an all-round way. From the perspective of game theory, this paper takes the legal construction of socialism with Chinese characteristics as the background, applies Marxist educational fairness theory and people-oriented concept, and takes the children of the new generation of migrant workers in N City of Jiangsu Province as the research sample. Focusing on the actual enrolment of children with emigration in the compulsory education stage, the relevant policies of the government education department, the school system management and the children's own situation, the questionnaire survey and follow-up interviews are adopted, and so on. Based on the field investigation of various problems faced by the new generation of migrant workers in N city during the compulsory education stage of their children, this paper analyzes on the game relations of the children of the new generation of migrant workers in N city on the issue of educational equity, and proceeds from the reality. This paper focuses on the analysis of the institutional reasons for restricting the fairness of compulsory education for the children of the new generation of migrant workers, and finally puts forward the system countermeasures from the game subject level so as to contribute to the overall establishment of a well-off society and the realization of social and educational equity.
