促进公平与提高质量的教育财政政策分析——美国教育改革中的财政公平与标准提高

【摘要】：为了促进公平、提高质量,美国在教育改革中探索资源配置公平与教育标准提高的政策。通过有效测量教育的结果、明确学校控制的因素、甄别外部因素的影响,利用教师工资的成本指数、教育的综合成本指数,探索教育成本与教育公平的复杂关系。根据学区的多样性和代表性,对纽约州不同学区的教育成本进行测算分析,比较不同教育财政政策对教育效果的影响,发现基于综合成本指数的财政政策效果最好。美国关注绩效与促进公平的目标,提出以教育效果为标准的生均教育经费拨款公式,由此形成了更为公平与有效的教育财政政策。
[Abstract]:In order to promote equity and improve quality, the United States explores the policies of fair allocation of resources and higher educational standards in the course of educational reform. By effectively measuring the results of education, clarifying the factors of school control, discriminating the influence of external factors, and utilizing the cost index of teachers' wages and the comprehensive cost index of education, this paper explores the complex relationship between educational cost and educational fairness. According to the diversity and representativeness of the school district, this paper calculates and analyzes the educational cost of different school districts in New York State, compares the influence of different educational fiscal policies on the educational effect, and finds that the fiscal policy based on the comprehensive cost index has the best effect. The United States pays close attention to the goal of performance and promotion of equity, and puts forward the formula of education expenditure allocation based on educational effect, which forms a fairer and more effective educational fiscal policy.
