三十年来教育公平政策关注点的分配与转向——基于《教育部工作要点》的实证研究

【摘要】：以1987至2017年《教育部工作要点》为研究素材,运用文献计量分析法对政策文本进行解读,考察31年来我国教育公平政策关注点的分配及走向,发现《教育部工作要点》对教育的城乡差异、区域差异、阶层差异及教育补偿四个方面均有涉及,并呈现出逐步深化、拓展及转向的特征,教育公平也逐步成为政策话语的重要组成部分。
[Abstract]:Based on the work essentials of the Ministry of Education from 1987 to 2017, this paper uses the bibliometric analysis method to interpret the policy text, and examines the distribution and trend of the policy focus on education equity in China over the past 31 years. It is found that the main points of work of the Ministry of Education are related to the urban and rural differences, regional differences, stratum differences and educational compensation of education, and show the characteristics of deepening, expanding and turning gradually. Education equity has gradually become an important part of policy discourse.
