美国印第安人教育治理权的历史变迁

【摘要】：美国印第安人教育以其治理中的主体控制权为线索可划分为三个历史时期:(1)1778-1917年以联邦政府控制为主;(2)1917-1969年以各级州政府控制为主;(3)1969年之后,联邦政府的法律和政策允许部落政府重新收回对印第安人教育的控制权。美国印第安人教育治理的曲折发展给我们的启示是:多民族共存的国家制定政策应考虑到各自的需求,谋求共赢局面;对各民族的诉求及时了解沟通,前瞻性地避免误解和危机;充分尊重各民族保护和传承自己文化的权利,并体现在教育政策中。
[Abstract]:American Indian education can be divided into three historical periods: (1) from 1778 to 1917, mainly by the federal government; (2) from 1917 to 1969, by all levels of state government control; (3) after 1969. Federal laws and policies allow tribal governments to regain control of Indian education. The tortuous development of American Indian educational governance has given us enlightenment: a multi-ethnic country should make policies that take into account their respective needs and seek a win-win situation; and they should promptly understand and communicate the demands of various nationalities. Foresight to avoid misunderstandings and crises; full respect for the right of peoples to protect and impart their own culture, as reflected in educational policies.
