美国加利福尼亚州“流动学生教育计划”经费资助研究

【摘要】:美国的流动学生数量十分巨大,美国社会各界对这一群体的教育问题给予了关注。要解决流动学生的教育问题,关键是要为他们提供足够的教育资金,而这也是当前美国政府面临的问题所在。基于这样的困难,美国联邦政府采取了各项措施以解决流动学生的教育问题,其中以“流动学生教育计划”最具代表性。该项计划由美国联邦政府制定并出资,各州根据联邦政府的规定以及其自身的实际情况分设州级“流动学生教育计划”。加利福尼亚州是美国的流动人口大州,它通过实施“流动学生教育计划”获得了联邦政府大量的流动教育资金,从而缓解了其州内流动教育资金不足的问题。本文以加州“流动学生教育计划”教育经费资助情况为研究对象,探讨了加州“流动学生教育计划”产生的背景、主要内容、以及其教育经费的资助情况,并对加州该项计划的教育经费资助情况进行了评价,最后提出了对我国的启示。全文共分为六个章节:第一章为绪论部分,介绍了选题缘由,阐明了研究目的和研究意义,确定了研究方法,对文章的关键概念进行了界定,对国内外相关研究成果进行了归纳与整理并介绍了理论基础。第二章介绍了美国“流动学生教育计划”产生的背景,从该计划产生的法律基础和现实需要这两方面来阐述。第三章论述了美国加州“流动学生教育计划”的主要内容。介绍了计划实施的主要内容和迷你助教项目、流动学生信息网、美墨流动学生教育项目等具有代表性的项目。第四章对美国加州“流动学生教育计划”教育经费资助情况进行分析。详细阐述了资助对象、资助经费额度、经费分配方式、经费用途这四方面内容。第五章主要从成功和不足之处这两方面来对美国加州“流动学生教育计划”的教育经费资助情况进行评价。该计划的成功之处有以下几点:一是构建了完善的法律体系,为流动儿童教育经费的获得提供法律保障;二是获得了较大量的经费支持,较好地保障了州内流动儿童教育发展;三是经费拨款方式科学合理,极大地提高了经费利用效率;四是联邦政府和加州教育部门分工明确,促进了流动儿童教育问题的解决。它的不足之处有两点:一是经费还不足以满足全部流动学生的需要;二是经费来源渠道过于单一。第六章阐述了加州“流动学生教育计划”教育经费资助情况对我国流动人口子女教育经费保障的启示。从完善立法、建立中央政府对流动人口子女教育的补偿机制、为家庭特别困难的流动学生提供特殊资助以及加强流动学生学前教育这四个方面来阐述。
[Abstract]:The number of floating students in the United States is very large, American society pays attention to the education of this group. The key to solving the problem of education for migrant students is to provide them with sufficient funds for education, which is the problem facing the U.S. government. Because of these difficulties, the federal government has taken various measures to solve the educational problems of migrant students, among which the "migrant Student Education Program" is the most representative. The program is developed and funded by the federal government, and states set up a state "floating student education program" according to federal regulations and their own actual situation. California is a large floating state in the United States. It obtains a large amount of flowing education funds from the federal government through the implementation of the "floating Student Education Program", which alleviates the problem of insufficient mobile education funds in the states. In this paper, the background, the main content and the funding of the floating student education program in California are discussed. Finally, the paper evaluates the educational funding of the California program, and finally puts forward the enlightenment to our country. The full text is divided into six chapters: the first chapter is the introduction part, which introduces the reason of selecting the topic, clarifies the purpose and significance of the research, determines the research method, and defines the key concepts of the article. The related research results at home and abroad are summarized and the theoretical basis is introduced. The second chapter introduces the background of the "floating student education program" in the United States, and expounds the legal basis and practical needs of the program. The third chapter discusses the main contents of the mobile student education program in California, USA. This paper introduces the main contents of the plan and some representative projects, such as mini teaching assistant project, mobile student information network, American and Mexican mobile student education project, etc. Chapter four analyzes the educational funding of the floating Student Education Program in California, USA. In this paper, the object, quota, distribution and use of funds are described in detail. The fifth chapter evaluates the educational funding of the floating Student Education Program in California from the aspects of success and deficiency. The success of the plan is as follows: first, a sound legal system has been constructed to provide legal protection for the education funds of floating children; second, a large amount of financial support has been obtained to better ensure the development of floating children's education in the state. Third, the allocation of funds is scientific and reasonable, which greatly improves the efficiency of the use of funds; fourth, the federal government and the California education department have a clear division of labor, which has promoted the solution of the educational problems of floating children. There are two shortcomings: one is that the funds are not enough to meet the needs of all floating students; the other is that the source of funds is too single. In the sixth chapter, the author expounds the enlightenment of the state of California's "floating Student Education Program" on the educational funds guarantee of the floating population's children in our country. It is expounded from four aspects: perfecting legislation, establishing the compensation mechanism of central government to the children education of floating population, providing special financial aid to floating students with special difficulties and strengthening the preschool education of floating students.
