美国“联邦三计划”教育支持项目的特点与实施成效

【摘要】:为缩小不同社会阶层群体在高等教育入学和就学方面的差距,美国联邦政府颁布了三计划(TRIO Programs)教育支持项目,旨在为社会弱势学生群体提供经济资助与学业指导。借鉴社会福利政策分析框架,从支持对象、服务内容、输送策略、资金筹集渠道以及价值观选择五个维度对"联邦三计划"教育支持项目进行解读。分析发现,教育支持对象准入资格明确,以需求原则为导向;服务内容超越单纯的经济资助,形成以经济和非经济资助相结合的综合支持体系;服务输送系统呈现多元化,既有教育机构,也有非盈利社会组织;资金筹集渠道以政府拨款为主,同时混合私人捐赠;价值观选择以公平为主,兼顾充足。联邦教育支持计划的实践经验为我国制定相关教育政策提供了重要启示。
[Abstract]:In order to narrow the gap between different social groups in higher education enrolment and attendance, the federal government has issued three programs, (TRIO Programs) Education support Program, which aims to provide financial aid and academic guidance to the disadvantaged groups of students. Based on the analysis framework of social welfare policy, this paper interprets the educational support program of the "three Federal Plan" from five dimensions: support object, service content, transportation strategy, financing channel and value selection. It is found that the access qualification of the educational support object is clear and demand-oriented; the service content goes beyond the simple economic support and forms a comprehensive support system combining economic and non-economic support; the service delivery system presents diversification. There are not only educational institutions but also non-profit social organizations; the funding channels are mainly government grants and a mix of private donations; values are chosen in a fair and adequate manner. The practical experience of the Federal Educational support Program provides important enlightenment for the formulation of relevant education policies in China.
