义务教育师资均衡政策工具的动态演变

【摘要】:义务教育师资均衡的实现是教育走向现代化的重要步骤,选择适宜的工具是达到师资均衡的必要保障。自2000年至今,我国在促进义务教育师资均衡政策执行过程中经历了鼓励引导阶段、鼓励与强制双管齐下阶段、强制规范阶段三个阶段,在不同阶段,政策工具的选择与运用呈现出各自的特色。总体上看,我国义务教育师资均衡政策工具的选择受政府意志、政策问题及政策工具本身三种主要因素的影响。未来,在促进义务教育师资均衡政策工具有效使用的路径探索中,不同的政府层面应选择不同的政策工具组合。
[Abstract]:The realization of the teachers'balance in compulsory education is an important step for the modernization of education, and the selection of appropriate tools is the necessary guarantee to achieve the teachers' balance. Generally speaking, the choice of policy tools for teachers'balance in compulsory education in China is influenced by three main factors: government will, policy problems and policy tools themselves. Different government level should choose different policy tool combination.
