智慧城市教育公共服务评价指标体系研制

【摘要】:智慧城市建设是我国城市建设的新阶段,教育是智慧城市的一项重要公共服务,如何评价智慧城市的教育应用是函需解决的一个问题,评价指标的建立能够更好地引导教育应用的建设。与早期的教育信息化评价指标不同,本文研究的内容是在智慧城市整体框架下,智慧教育的建设与应用如何评价,因此评价不能局限于正规教育领域本身,需要将教育作为一项城市公共服务来考虑,而评价的出发点也在于教育服务是否能够惠民和便民,这是与传统的教育信息化评价的主要不同,即关注的内容和达成的目标不同。本文在分析智慧城市的特征、智慧教育的特征的基础上,通过文献研究、问卷调研和专家头脑风暴等方法,设计提炼了适合于智慧城市的教育领域应用评价指标体系,该体系由两级指标构成,其中一级指标包括学习环境、学习资源、用户体验、管理服务、系统建设和市民学习等六个维度,每个维度下设6个二级指标,既考虑了智慧城市建设以人为本的要求,也考虑了技术对智慧城市教育发展的促进作用。
[Abstract]:The construction of intelligent city is a new stage of urban construction in our country, and education is an important public service of intelligent city. How to evaluate the application of education in intelligent city is a problem to be solved. The establishment of evaluation index can better guide the construction of educational application. The content of this paper is how to evaluate the construction and application of intelligent education under the framework of wisdom city, so the evaluation cannot be limited to the formal education field. It is necessary to consider education as a city public service, and the starting point of evaluation is whether the educational service can benefit the people and facilitate the people, which is different from the traditional evaluation of education information, that is, the contents concerned and the goals achieved. Based on the analysis of the characteristics of the intelligent city and the characteristics of the intelligent education, through the methods of literature research, questionnaire investigation and expert brainstorming, this paper designs and refines the applied evaluation index system in the field of education suitable for the intelligent city. The system consists of two levels of indicators, including six dimensions of learning environment, learning resources, user experience, management services, system construction and citizen learning. Not only the requirement of constructing intelligent city is considered, but also the effect of technology on the development of education in intelligent city is considered.
