成都市武侯区校园周边综合治理的案例研究

【摘要】：校园周边的治理已成为社会热点问题。自2002年国家正式提出校园周边环境综合治理理念以来,至今虽经历近十多年的工作推进,也取得了系列成绩,但随着社会市经济的发展和城市繁荣,校园周边环境变的好转的同时,校园周边环境也日趋复杂,在校园周边发生的治安事件也时有发生,而任何一件在校园周边发生的事件特别是恶性治安事件都会引起社会的高度关注,校园周边环境状况已成为家长、社会、政府、学校、各级部门关注的热点,更是成为区域内社会治安和平安校园创建设的晴雨表。当前校园周边治理工作亟待加强。伴随着教育产业化,多元化经济模式的不断涌现,校园周边的网吧、书店、音像制品店等商铺如雨后春笋般林立,以学生为主要的消费人群,形成了所谓的“校园经济圈”。同时,校园周边恶性事件的引发因素多而复杂,主要表现为:治安隐患、交通安全隐患、消防安全隐患、食品卫生安全隐患、无证占道经营及各种文化娱乐场所等,校园周边的暴力、色情、突发公共卫生事件亟待抵御、整治。但校园周边治理工作普遍存在“运动式”,“一陈风”的管理现实,而管理中“体制不健全、机制不顺畅、措施不落实、信息不畅通、责任不明确”等现象客观存在,因此,探究如何采取具体的、长效的举措解决实际问题,成为研究必要。本文以武侯区政府校园周边综合治理为例,以预警机制、部门联动和管理体制的改革及创新三个维度为支点,分章阐述了武侯区政府校园周边治理指定的政策、采取的措施以及取得的成果,以期为全国更广大的地区提供有关校园周边综合治理的经验与教训。
[Abstract]:The governance around the campus has become a hot social issue. Since the concept of comprehensive management of campus environment was formally put forward in 2002, although it has been promoted for more than a decade, it has also made a series of achievements, but with the development of social economy and the prosperity of the city, As the surrounding environment of the campus becomes better, the surrounding environment of the campus is becoming more and more complex, and the security incidents that occur around the campus also occur from time to time. However, any incident occurring around the campus, especially the vicious security incident, will cause high social concern. The surrounding environment of the campus has become a hot spot of concern to parents, the society, the government, the school, and departments at all levels. It has become a barometer of social security and safe campus construction in the region. The current campus peripheral governance work needs to be strengthened urgently. With the industrialization of education and the emergence of diversified economic models, the Internet cafes, bookstores, audio-visual products shops and other shops around the campus sprang up like bamboo shoots after a spring rain, taking students as the main consumer crowd, forming the so-called "campus economic circle". At the same time, there are many and complex factors causing the vicious events around the campus, which are mainly manifested in the following aspects: hidden dangers of public order, traffic safety, fire safety, food and health safety, unlicensed access to roads and various cultural and recreational places, etc. Violence, pornography and public health emergencies around the campus need to be resisted and remedied. However, the management practice of "movement style" and "old style" exists generally in the management work around the campus, and the phenomenon of "imperfect system, unsmooth mechanism, unimplemented measures, ununimpeded information and unclear responsibility" in management exists objectively, therefore, there are many problems in the management of the campus, such as: "the system is not perfect, the mechanism is not smooth, the measures are not carried out," It is necessary to explore how to take concrete and long-term measures to solve practical problems. Taking the comprehensive management of Wuhou district government campus as an example, taking the three dimensions of early warning mechanism, department linkage and management system reform and innovation as the fulcrum, this paper expounds the designated policy of the Wuhou district government campus peripheral governance in chapters. The measures taken and the results achieved are expected to provide experiences and lessons for the wider areas of the country in the comprehensive management of the campus periphery.
