财政分权视阈中的农村义务教育供给机制研究

【摘要】: 本文从财政分权的视阈对我国农村义务教育的供给机制进行研究。改革开放以来,特别是国家的财政体制改革过程中,农村义务教育财政供给主体几经调整,中央和地方之间在相互博弈中寻求一种动态的平衡。在财政分权的体制中,农村义务教育在探索中前行、在曲折中发展。财政分权改革的过程中逐步确立了“以县为主”的三级办学制度。随着国家公共财政对三农扶持力度的加大,增加了对于农村义务教育的投入。国家公共财政的支持对农村义务教育发展带来了全新的机遇,但是长期以来历史欠账过多,现实的体制机制也在完善之中,导致我国农村义务教育的财政供给机制存在着一定的问题。农村义务教育的财政供给机制上应该更多发挥中央政府和省级财政支持力度,多渠道筹集农村义务教育发展资金,健全农村义务教育财政供给的机制。 全文共分四个部分:第一部分是基本概念的介绍,主要分析公共财政以及公共物品的一般理论,并且对农村义务教育的属性进行界定;第二部分介绍财政分权化与农村义务教育三级办学体制的形成;第三部分指出现行的农村义务教育财政供给机制存在的问题;第四部分提出完善农村义务教育财政供给制度的思路。
[Abstract]:This paper studies the supply mechanism of rural compulsory education in China from the perspective of fiscal decentralization. Since the reform and opening up, especially in the process of national financial system reform, the main body of rural compulsory education financial supply has been adjusted several times, and the central and local governments have sought a dynamic balance in the game with each other. In the system of fiscal decentralization, rural compulsory education is moving forward in exploration and developing in twists and turns. In the process of fiscal decentralization reform, a three-level school-running system of "county-oriented" has been gradually established. With the increase of national public finance support for agriculture, rural areas and farmers, increased investment in rural compulsory education. The support of national public finance has brought new opportunities to the development of rural compulsory education, but there have been too many historical arrears for a long time, and the realistic institutional mechanism is also being improved, which leads to some problems in the financial supply mechanism of rural compulsory education in our country. The financial supply mechanism of rural compulsory education should give full play to the financial support of the central government and the provincial level, raise funds for the development of rural compulsory education through various channels, and improve the mechanism of financial supply of rural compulsory education. The full text is divided into four parts: the first part is the introduction of basic concepts, mainly analyzes the general theory of public finance and public goods, and defines the attributes of rural compulsory education; the second part introduces the decentralization of finance and the formation of the three-level school-running system of rural compulsory education; the third part points out the problems existing in the current financial supply mechanism of rural compulsory education. The fourth part puts forward the idea of perfecting the financial supply system of rural compulsory education.
